EnCompass LLC is seeking two Learning and Evaluation Associates (LEA) to work as an integral part of an appreciative, collaborative team that provides expertise and innovative learning approaches on the Worldwide Training Services (WTS) project for the United States Agency for International Development (USAID). We provide high quality training services and support to USAID offices worldwide, assessing, designing, developing, maintaining, and evaluating adult professional training on core and non-core training for the workforce located in USAID’s Washington, DC headquarters and at approximately 85 Missions overseas.

The Learning and Evaluation Associate provides administrative and coordination support on the design and evaluation of learning courses, activities, and events conducted in Washington, DC and internationally. The LEA needs to be detail-oriented, proactive, able to coordinate multiple projects simultaneously, and someone who is highly organized with skills in problem-solving, planning, and analysis. We are looking for someone who is interested in learning and growing in the areas of education, capacity strengthening approaches, and programs in the international development arena, including the technical areas of instructional design, evaluation, and facilitation.

This position may be based at EnCompass principal office in Rockville, MD or can be fully remote within the US States where EnCompass is currently registered. Candidates located in the DC metropolitan area who can attend onsite activities are encouraged to apply. Candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions:

  • Support the development of dynamic, customized, experiential session designs, e-learning courses and multimedia using a variety of technology tools
  • Contribute to in-person, hybrid, vILT, and e-Learning curriculum designs and course updates using creative, innovative, and evidence-based approaches
  • Contribute to the creation of storyboards for e-tools, e-learning courses, and videos
  • Lead the scheduling and coordination of ongoing instructional design and evaluation activities of learning programs
  • Coordinate learning evaluation activities through the phases of planning, design, implementation, analysis, reporting, and workflow tracking
  • Support data collection and management, data analysis and visualization, and reporting
  • Support needs assessments and training evaluation, using mixed method approaches and including research, focus groups, document reviews, surveys, and interviews  
  • Contribute to the design and development of visual report components and presentation materials to tell stories, identify trends, and report evaluation of learning transfer and on-the-job application of training activities
  • Contribute to the evaluation sections for post-course, monthly, quarterly, and annual reports; cull quantitative and qualitative data from various sources including data dashboards, and provides analysis and recommendations
  • Contribute to and support the planning of major learning events and conferences
  • Provide on-site administrative and facilitation support for in-person retreats and learning events
  • Serve as a virtual producer for virtual and hybrid retreats and learning events
  • Attend and document team and client meetings, producing detailed notes and reports
  • Develop and maintain positive and productive relationships with all project stakeholders
  • Coordinate and contribute to the Design Forum, Learning Evaluation Forum, and the Community of Practice (CoP) activities
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Other duties as assigned

Qualifications

Academic Qualifications

  • Bachelor’s degree and 2 years, Associate’s and 4 years, or High School diploma and 6 years of professional experience
  • Degree in Adult Education, Evaluation, Instructional Design, Instructional Technology, International Development, Organizational Development, Social Sciences, or other related fields.

Experience and Skills

  • Strong attention to detail, planning, organization, and problem-solving skills
  • A growth-mindset and a willingness to learn new skills as needed
  • A strong customer-service attitude with a commitment to providing the highest level of service 
  • Proven capacity to take initiative, multi-task, and meet or exceed deadlines

  • Strong writing and synthesis skills; ability relay information effectively to a variety of audiences with cultural sensitivity
  • Excellent verbal and written English language skills required; strong presentation and facilitation skills preferred
  • Adept at using of Google Suites and/or Microsoft Office suite (particularly generating graphics in Excel and Word); experience in the use of SurveyMonkey or other survey development tools
  • Experience working in cross-cultural environments; experience or interest in the field of international development preferred
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, instructional design, and related topics
  • Experience supporting the design, implementation, and reporting on mixed-methods research activities
  • Experience and interest in e-learning design, virtual instructor-led training (webinar) production, and/or virtual or face-to-face facilitation
  • Experience planning and coordinating learning events and convenings strongly preferred
  • Experience in designing storyboards for e-learning, LMS platforms, videos, and animations, particularly for Articulate Storyline, Rise, and Adobe Connect a plus
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility into designs and approaches
  • Desire to work in an environment committed to appreciative, strengths-based approaches
