Tetra Tech Inc. is seeking a highly motivated professional Logistics Advisor who will support, assist, and advise INL in its efforts to develop the Liberian National Police (LNP) in Liberia. The candidate will be embedded within the LNP’s National Police Training Academy (NPTA) however they arc to provide full-time mentorship to all of the LNP to include the ERU, PSU, and NPTA staff, on logistics matters coordinating and collaborating with other bilateral advisors. The Logistics Advisor will communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/or COR, in order to make certain such efforts remain within policy objectives as determined by the U.S. Ambassador to Liberia.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Developing procedures, logistics and procurement policies, guidelines, regulations, policies, directives, and plans to facilitate sustainable NPTA operations
- Updating the SOPs to reflect best practices and enhance efficiency and accountability
- Develop effective methods of accountability, security, and maintenance of NPTA assets
- Institutionalize an effective, sustainable inventory control and management sys-tern; and complete 100% inventory of NPTA assets
- Schedule and prioritize logistics tasks including subcontractor management, de-liveries, and customs clearance
- Develop requirements-based budgets that will enable the NPTA to justify future resources in order to sustain training support
- Mentor and advise the LNP Chief of Logistics on implementing and managing protocols
- Review and develop a sustainable budget for the NPTA and LNP
- Create new inventory management system to keep track of all items at the NPTA and LNP Headquarters
- Communicates regularly with INL Monrovia to insure proper accountability and information flow is maintained
- Ensures all required reports and correspondence are submitted
- Schedules, hosts, and/or attends meetings and working groups required
- Other duties as assigned
EDUCATION, EXPERIENCE AND QUALIFICATION:
- Bachelor Degree in logistics, business, accounting, or related field
- 2 years of experience in a developing country environment
- Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
- Train all level of personnel, manage multiple teams, monitor performance and create effective reports on related activities
- Supervisory experience including coaching, training and motivating a team
- Possess demonstrated knowledge of the principles and methodologies of logistical support, and associated standardized business processes including project assessment and evaluation
- Possess the ability to assist, motivate, and train counterparts in the development of standardized policies and programs within the Liberian National Police Force
- Expert knowledge of FAR/DFAR clauses for movement of US Government cargo to include compliance with the US Cargo Preference
- Experience with import and export of goods to and from the United States
- Proven ability to analyze complex transportation issues, prioritize workload
- A current and valid driving license for at least one year
- Ability to possess/maintain MRPT certification
- Proficient in Microsoft Office (Word, Excel and PowerPoint)
- Fluent in English
DESIRED QUALIFICATION:
- Master’s degree in logistics or a related field
- Knowledge of U.S. contracting practices and experience in contract oversight
- Experience working or coordinating with U.S. agencies
- Experience working in Liberia with Government of Liberia agencies
