OVERVIEW
URC is searching for an experienced Monitoring and Evaluation (M&E) Director for its proposal for the anticipated CDC funded Strengthening the technical capacity of the Ministry of Health to deliver a sustainable and resilient response to HIV/TB and related public health threats in the Kingdom of Eswatini under PEPFAR. The Activity aims to enhance the technical capacity of the MOH and other local entities to effectively respond to HIV/TB and related public health threats in the Kingdom of Eswatini. The overall goal is to incrementally increase MOH ownership, accountability, and capacity to coordinate and monitor performance of service provision. This will be achieved by focusing on enhancing the skills, knowledge, and technical resources necessary for effective planning, implementation, monitoring, quality management, and improvement of integrated HIV/TB and other related public health programs.
RESPONSIBILITIES
The M&E Director will provide strategic leadership for all monitoring, evaluation, and learning activities, ensuring alignment with the project’s goals and objectives. This role involves developing and overseeing systems to measure project performance, fostering a culture of learning and continuous improvement, and ensuring the integration of evidence-based insights into program design and implementation. Additionally, the M&E Director will ensure compliance with PEPFAR and CDC guidelines, while building the technical capacity of the MOH and local partners to establish sustainable MEL practices.
Specific roles and responsibilities include, but are not limited to, the following:
*Lead the development and implementation of a comprehensive M&E framework to track all project activities, outcomes, and impacts, ensuring alignment with PEPFAR’s Monitoring, Evaluation, and Reporting (MER) indicators and CDC guidelines.
*Provide technical support to the MOH in the development and implementation of M&E policies, strategies, and frameworks at national and subnational levels.
*Oversee the design and deployment of innovative digital data collection platforms and health informatics systems, including mobile tools for real-time data tracking.
*Ensure high-quality data collection, validation, and analysis for all project reporting requirements, implementing data quality assurance mechanisms such as routine data quality audits (DQAs).
*Collaborate with URC home office staff to prepare quarterly and annual reports and develop success stories.
*Lead midterm and end-of-project evaluations, including process, outcome, and economic evaluations, and integrate lessons learned into program design and implementation.
*Disseminate evaluation findings to stakeholders through reports, presentations, and other approved platforms.
*Strengthen the technical and organizational capacity of MOH staff and local partners in data collection, analysis, reporting, and use of data for decision-making.
*Provide targeted training on PEPFAR MER indicators, CQI frameworks, and digital health tools to enhance workforce skills.
*Work closely with MOH, regional health management teams, and local entities to strengthen coordination, ensure alignment with national health priorities, and foster partnerships with professional organizations and training institutions.
*Ensure gender-sensitive approaches and disaggregated data collection to address health disparities, monitoring the impact of interventions on vulnerable populations, including adolescent girls, young women, and key populations.
*Support the MOH in developing and implementing national CQI frameworks and SOPs for HIV/TB and related health services, promoting CQI interventions to enhance program efficiency and service delivery outcomes.
KNOWLEDGE, SKILLS, AND ABILITIES
*Excellent analytical and problem-solving skills with the ability to take a thoughtful approach to addressing challenges.
*Ability to think strategically about how to build and refine systems and processes for effective organizational management and allocative efficiencies.
*Experience working in a professional services environment and a managerial position, including supporting and tracking many different projects, billing codes and contracts preferred.
*Exceptional interpersonal and communication skills, both written and verbal, a strong customer service mentality and high degree of accountability, follow-through and emotional intelligence.
*Demonstration of implementation of organizational and Donor required compliance
QUALIFICATIONS
*Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience;
*Minimum 5 years of work experience in monitoring and evaluating multi-year international health sector development projects with a minimum of 4 years of experience with PEPFAR indicators and data reporting systems. health systems strengthening, capacity building.
*Proven expertise in health management information systems, such as DHIS2, reporting, data quality assessments, data analysis and presentation
*Strong technical skills, including ability to process and analyze data using one or more statistics.
*Familiarity with mobile data collection tools, health informatics and digital health solutions.
*Microsoft Office Skills (Word, Excel, Power Point, Visio & Outlook);
*Excellent written and verbal communication and interpersonal skills.
*Extensive ability in analyzing information with strong reporting skills; and
*Excellent written and spoken English (level 4 or above) skills
