Overview:
University Research Co., LLC (URC) is seeking a talented and dynamic Monitoring and Evaluation (MEL) Director to provide technical leadership to a project funded as part of the US Department of Defense HIV/AIDS Program (DHAPP) in Uganda. The project will work with the Ministry of Health, and other stakeholders to provide technical assistance for scaling up provision and access to comprehensive, integrated and decentralized HIV and sexual health services. The overall goal of the project is to support the Government of Uganda to reduce the number of new HIV infections and other STIs among members of the UPDF, their families, and the civilian communities served by the UPDF health services. The project will directly support the UPDF to aggressively scale-up the military ART program to achieve the UNAIDS 95- 95-95 goal to ensure 95 % of the population knows their HIV status, 95% of HIV positives are on ART and 95% of those reach viral suppression. The project will focus on the following areas: 1) HIV/AIDS Care and Treatment, 2) HIV Testing Services (HTS), 3) HIV Clinical Monitoring Systems, 4) HIV prevention interventions, and 5) capacity building for the UPDF and local institutions.
This is a full time position, and will be located in Kampala, Uganda.
Responsibilities:
Provide strategic guidance and vision for all monitoring, evaluation, and learning efforts. The MEL Director should have demonstrated capabilities in the development and tracking of program MEL plans, tracking program performance, conducting data quality audits, quarter and annual reporting, and building capacity of partners in data use. The MEL Director will report to the Project Director.
Specific responsibilities include the following:
*Lead the development and implementation of a systematic approach to monitoring and evaluating all project activities.
*Develop, implement, maintain, and update a project-specific M&E plan that addresses project reporting requirements.
*Promote the project learning agenda through integration of lessons learned into program implementation design and oversee the project reporting systems.
*Ensure that all project reports (quarter, annual) are prepared and submitted in a timely manner.
*Provide input, as requested, for national databases, e.g., tracking of all HIV services data: prevention, HTS, VMMC, care and treatment.
*Provide input, as requested, to MOH and DHAPP staff at national and lower level on implementation of M&E strategies for use at facilities.
*Provide guidance and training, as appropriate, to DHAPP and local partners in data collection, analysis, reporting, and in the use of data;
*Conduct routine data quality audits.
*Assume primary responsibility for quality of monitoring data from the field; including use in reports and community feedback on performance.
*Supervise baseline data collection as well as data collection/analysis/evaluation activities conducted by partners and/or consultants, and assist teams with research protocols, data collection, data analysis and dissemination.
*Work closely with URC home office staff to prepare quarterly and annual reports as well as help in preparing success stories; and
*Advise Project Director on program implementation progress, issues, and possible adjustment of project interventions.
QUALIFICATIONS:
Required Experience and Qualifications
*Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience;
*Minimum 8 years of work experience in monitoring and evaluating multi-year international health sector development projects preferably USAID and PEPFAR health systems strengthening, capacity building.
*Proven expertise in health management information systems, such as DHIS2, reporting, data quality assessments, data analysis and presentation
*Strong technical skills, including ability to process and analyze data using one or more statistics.
*Familiarity with mobile data collection tools, health informatics and digital health solutions.
*Previous experience in Uganda is preferable.
*Microsoft Office Skills (Word, Excel, Power Point, Visio & Outlook);
*Excellent written and verbal communication and interpersonal skills.
*Extensive ability in analyzing information with strong reporting skills; and
*Excellent written and spoken English (level 4 or above) skills.
