Home based role with up to 50 working days from commencement to February 2026

Program Background

DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods.


The Role

The primary purpose of the Program Budget Adviser is to strengthen the capacity of BCEP’s program managers and finance manager to develop, implement, monitor, and report on the work plan budget. The Adviser will support the team with ensuring financial resources are allocated in alignment with the program’s objectives, support strategic financial decision making, and financial reporting to the client.

About You 

  • Must have a university degree in finance, accounting, economics, or a related field (a master’s degree is preferred).
  • At least ten years’ experience budgeting, financial planning, or a related discipline.
  • Strong analytical, communication, and presentation skills.
  • Proven ability to deliver training and build staff capacity.
  • Proficient in drafting clear and concise written reports and documents.
  • Professional certification such as CPA, CFA, ACCA, or equivalent is highly desirable
  • Experience in the development sector, preferably on program(s) that use acquittal-based grants.
  • Experience working in PNG or the Pacific and with DFAT funded programs.
