Job Description

Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia’s health transformation agenda. The program will operate across the national level and selected subnational locations, providing strategic advice on policy, governance and service delivery approaches, with a strong alignment with areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnership, implementation, research CSO/NGO grants and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program’s long-term goal will be guided by four end of program outcomes (EOPOs): 

Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.

  • Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups. 
  • Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. 
  • Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The Role
The Animal Health Manager will work with the Health Security Specialist to engage with the Government of Indonesia, primarily the Ministry of Agriculture, on behalf of KITA SEHAT. The role will contribute to the design and implementation of workplans, provide technical and engagement support, and coordinate activities to strengthen national capacity in animal health, veterinary public health, and One Health.

About You

Roles and Responsibilities

  • Work with the Health Security Specialist to provide technical advice and guidance to the Ministry of Agriculture (MoA) on a range of topics, as relevant to program objectives.
  • Engage with MoA to set up the meetings, workshops and discussion groups required to design, schedule and implement project activities; facilitate discussions to identify problems and how best these might be addressed.
  • Contribute to the development and implementation of a sub-national program of activities to strengthen animal health and One Health delivery at province, district and field levels.
  • Support the development of coordination and collaboration with cross government ministries and agencies, including Ministry of Health (MoH), National Development Planning Agency (Bappenas) and other relevant ministries and agencies.
  • Provide technical input to the Program Steering, Technical, and Provincial Committees.
  • Coordinate with the Human Health Policy Manager and other technical managers and leads to align project One Health efforts and activities.
  • Assist in identifying and engaging with animal production and health institutions, related projects and programmes, and wider stakeholders.
  • Assist with identification and prioritisation of research topics in line with national priorities; assist in identifying and engaging with potential local and Australian technical partners/collaborators, such as animal production and health agencies and research institutes.
  • Work with the KITA SEHAT team to develop coherent sector and One Health approaches, plans and activities to support their timely and effective delivery.
  • Monitor overall activity progress against agreed targets, milestones, and outputs.
  • Undertake other tasks as requested by the Health Security Specialist.

Selection Criteria

Essential Experience and Knowledge

  • Advanced degree in Veterinary Science, Animal Health, Veterinary Public Health, Public Health, Epidemiology or related field, with a minimum of 8 years of program management experience in international agencies on development projects.
  • Sound understanding of animal health, veterinary public health and One Health issues in Indonesia
  • Excellent interpersonal skills including dealing both directly and indirectly with government officials and other development partners at various levels.
  • Demonstrated experience building relationships and working with GOI stakeholders.
  • Strong analytical, written, and verbal communication skills, with the ability to contribute to producing high-quality reports, policy briefs, and technical inputs.
  • Fluency in English and Bahasa Indonesia, with proven ability to engage effectively in both languages.
  • Strong oral and written communication skills, including the ability to convey complex technical information clearly to diverse audiences.
  • Competent in the use of Microsoft Office and other IT applications in common usage
  • Demonstrated ability to work productively in a diverse, fast-paced environment, and to work under pressure to tight deadlines.

Desirable

  • Demonstrated experience working with donor-funded (strong preference for DFAT) development programs in a multi-culture stakeholder environment, and in an international, compliance-oriented organisation is highly preferable
  • Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) and climate change is a key focus of KITA SEHAT. Applicants with knowledge or experience in either issues will be highly regarded by the selection panel.
