The Global Programme on Nature for Development delivers large scale global and country level initiatives to accelerate implementation of the Global Biodiversity Framework through technical assistance, partnerships, and catalytic financing. Sustaining and scaling these initiatives requires a coordinated and diversified approach to resource mobilization across public, philanthropic, and private sector partners.
The Programme Management Advisor (Resource Mobilization) will play a central role in leading the implementation of the Partnership’s Resource Mobilization Strategy, translating strategic priorities into concrete fundraising campaigns, donor pipelines, and partnership frameworks. The position will provide strategic coordination and operational oversight of donor engagement, proposal development, and performance monitoring across the Global Coordination Unit, hosting organizations, and governance bodies.
The role requires strong programme management, partnership development, and analytical skills, with a focus on driving funding results, strengthening institutional systems, and ensuring alignment among multiple stakeholders rather than conducting standalone fundraising activities.
Under the supervision of the Senior Technical Manager, the Programme Management Advisor(Resource Mobilization) will lead the implementation of the NBSAP Accelerator Partnership Resource Mobilization Strategy, transforming strategic ambition into measurable funding results. The role is responsible for driving a coordinated, multi stakeholder fundraising effort to secure sustained and diversified financial support for the Partnership’s core functions, including the Matchmaking Mechanism, Facilitator Programme, and Global Coordination Unit.
Working closely with the Steering Committee, hosting organizations, and country partners, the Advisor will build and manage strategic donor relationships across governments, multilateral development banks, philanthropy, and the private sector. The position will guide the execution of a global fundraising campaign toward COP17, strengthen partnership frameworks, and establish performance systems that ensure accountability, transparency, and long term financial sustainability of the Partnership.
1. Implement the Resource Mobilization Strategy and Global Fundraising Campaign
• Lead execution of the Resource Mobilization Strategy and its Action Plan across all phases through COP17 and beyond.
• Translate strategic priorities into annual and quarterly fundraising targets, timelines, and measurable deliverables.
• Plan and deliver the multi donor campaign to fully fund technical assistance and capacity building for NBSAP implementation.
• Coordinate preparation of campaign materials, thematic briefs, donor narratives, and outreach packages.
2. Manage Donor Pipelines, Engagement, and Partnerships
• Establish and oversee a comprehensive donor relationship and pipeline tracking system.
• Prioritize prospects across government, philanthropy, corporate, MDB, and biodiversity funding mechanisms.
• Coordinate high level outreach with Steering Committee members, co chairs, hosting organizations, and partners.
• Formalize strategic partnerships and collaboration frameworks to expand funding opportunities.
3. Convert Opportunities into Funded Contributions and Agreements
• Identify concrete funding windows, thematic opportunities, and blended finance entry points.
• Lead development of tailored funding concepts, proposals, and partnership offers.
• Coordinate technical inputs and institutional clearances across hosting organizations.
• Support negotiation and finalization of funding commitments and contribution agreements.
4. Integrate Country Level Resource Mobilization and Innovative Finance Approaches
• Work with the Facilitator Programme to support continuous in country donor and partnership mapping.
• Link national implementation needs with global funding sources and investment mechanisms.
• Promote co financing, pooled funding, and blended finance approaches to scale impact.
• Strengthen alignment with national biodiversity finance plans and domestic resource mobilization efforts.
5. Monitor Performance, Strengthen Systems, and Drive Continuous Improvement
• Establish fundraising performance dashboards aligned with the Monitoring and Accountability Framework.
• Deliver monthly pipeline reports and quarterly strategic reviews to governance bodies.
• Identify risks, bottlenecks, and corrective actions to maintain fundraising momentum.
• Build internal capacity, coordination systems, and institutional knowledge for long term sustainability.
