Job Description

Based in Bangkok and under the direct supervision of the Senior Program Manager, the Programme Management Officer serves as the project focal point providing strategic and technical support and guidance to partners and diverse stakeholders for the design, delivery, and management of peacebuilding projects. The Officer will work closely with Monitoring & Evaluation (M&E) and grants teams to address emerging programming needs and priorities.

The incumbent is responsible for ensuring compliance with the security policies, administrative instructions, plans, and procedures of both the UNOPS and UN Security Management System.

Specific tasks will include:


1. Facilitate and provide technical support to Programme activities

  • Be the focal lead and provide technical and contextualised support, advice and coaching to the projects and partners that are funded, under consideration for funding and/or under development feeding into outcomes/results of the program’s strategy 

  • Manage a portfolio of projects ensuring that timely solutions posed and decisions are made in a consultative and evidence-based manner, are implemented efficiently and effectively, and fully comply with UNOPS compliance requirements. 

  • Collaborate across the team to mainstream gender, conflict sensitivity and risk mitigation efforts into projects and programme’s systems, strategies and approaches.

  • Bring technical expertise to the Programme Team based on direct peacebuilding, programming in conflict-affected communities and/or other sectors of work in the national contexts that intersect with the peace pathways.

  • Enable responsive and flexible programming by applying UNOPS policies and procedures, being relevant to the needs and dynamic context of peace and conflict management.

2. Manage and integrate Programme relationships

  • Build and maintain strong technical working relationships with stakeholders, and interlinking projects in order to demonstrate complementarity and interconnection between thematic areas.

  • Maintain regular communication with stakeholders and implementing partners to systematically document  and share lessons learned, promote synergies, and identify challenges affecting peacebuilding initiatives and projects.

3. Monitoring and reporting 

  • Identify and respond to expressions of demand and/or need for technical assistance in a timely manner.

  • Provide contextual analysis and contribute to the preparation of reports on the projects being implemented, contributing to reporting results to the results framework.

  • Contribute to the development, revision and implementation of the programme’s programming tools, frameworks, procedures and guidelines, as required.

  • Oversee Implementing Partners’ use of resources and project deliverables and ensure there is optimum value for money in investments made.

4. Knowledge building and sharing

  • Ensure efficient documentation, data management and effective communication of results in collaboration with other UNOPS units and teams.

  • Contribute to the UNOPS’s learning culture, documenting and applying lessons learned for more effective funding and implementing partner management.

  • Document “success stories” for use by the UNOPS in M+E and communications, assisting with communications as required.
