Job Description

KEY EXPERT 1 — TEAM LEADER (Position KE1)
Duty station / modality: Vientiane with min. 60% of days in-country; max. 40% home-based (home-base location must be indicated)
Core function: Overall coordination and daily management of the project team; ensures timeliness and quality of deliverables; main interlocutor with the EU Delegation and stakeholders

Key responsibilities (operational)

  • Lead planning and coordination of Facility work and deliverables (6-monthly work plans + alignment with Requests for Services).
  • Ensure quality control of outputs, responsiveness to EUD decision-making needs, and smooth coordination across EUD sections/stakeholders.
  • Provide strategic inputs across sectors supported by the Facility (multi-sector, demand-driven).

Requirements

Qualifications & skills

  1. Master’s degree in relevant field (e.g., Public Administration, Political Sciences, Economics, International Development) OR Bachelor + 4 additional years (880 FTE) relevant experience on top of the general experience requirement.
  2. English CEFR C2 (oral & written), certificate or proven past relevant experience.

General experience

3) 10 years (2200 FTE) in development cooperation + institutional capacity-building (state and non-state actors).

Specific experience

4) 5 years (1100 FTE) in project management incl. planning/identification, budgeting, monitoring.

5) 3 years (660 FTE) as Team Leader in international development cooperation projects.

6) Proven capacity to produce high-quality written outputs (formulations, policy briefs, evaluations, studies): min. 3 outputs delivered in the past 3 years.

Assets (improves score)

  • Strong prior experience with EU development cooperation procedures.
  • Prior experience in South East Asia.

KEY EXPERT 2 — TECHNICAL COORDINATOR (Position KE2)
Duty station / modality: Vientiane (in-country).
Core function: Project coordination backbone—logistics, event/meeting organisation, and operational coordination to deliver Requests for Services efficiently.

Key responsibilities (operational)

  • Coordinate implementation support, especially around meetings, consultations, workshops, high-level events involving government, DPs and CSOs.
  • Ensure operational readiness and smooth mobilisation processes in line with EUD requests.

Qualifications & skills

  1. Bachelor’s degree in relevant field (Administration, Logistics/Procurement, HRM, Project/Event Management, etc.) OR vocational education + 4 years (880 FTE) relevant experience in addition to minimum general experience.
  2. English CEFR C1 + Lao CEFR C2 (certificate or proven past relevant experience).

General experience

3) 5 years (1100 FTE) professional experience in project management & coordination.

Specific experience

4) 3 years (660 FTE) organising meetings/consultations/workshops in coordination with government and/or development partners and/or civil society.

5) Organising high-level events with diverse stakeholder groups; evidenced by min. 3 outputs delivered in the past 3 years.

NON-KEY EXPERTS (Position NKE senior - Position NKE junior)

A) Senior Non-Key Expert — Minimum requirements

  • Master’s degree in relevant technical area(s) OR Bachelor + 4 years (880 FTE) relevant experience.
  • 10 years (2200 FTE) relevant technical experience.
  • Experience in developing countries.
  • English CEFR C2 (oral & written).

B) Junior Non-Key Expert — Minimum requirements

  • Bachelor’s degree in relevant technical area(s) OR vocational education + 4 years (880 FTE) relevant experience.
  • 3 years (660 FTE) relevant technical experience.
  • Prior experience in ASEAN countries.
  • English min. CEFR B1.
  • Lao CEFR C2 when needed.
