Overview

Economic Growth Support Activity (EGSA) enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.

Scope of Work

The PFM Mid-level Expert will support EGSA’s effort to strengthen technical capacity of Ministry of Finance (MOF) in analysis and management of fiscal risks to ensure macroeconomic stability and sound public finance management. The PFM Mid-level Expert will facilitate the capacity strengthening efforts and will do the following:

  • Participate in planning meetings with EGSA-PFM teamand DG Budget
  • Assist the international expert(s) to deliver technical assistance on the preparation of long-term fiscal risk sustainability analysis as part of Fiscal Risk Disclosure to be include in the Financial Note.
  • Develop databases needed to conduct the fiscal risk sustainability analysis
  • Support PFM Experts to develop the following manuals on how to analyze:
    1. Long-term fiscal sustainability analysis
    2. Allocation of fiscal risk reserve
    3. PPP-AP related to the role of DG Budget in FRA
    4. Other guidelines as needed
  • Organize workshops to disseminate the manuals
  • Maintain relationship and communication between stakeholders related to the FRA technical assistance, mainly with the MOF DG Budget
  • Support EGSA’s overall PFM programming

The PFM Mid-level Expert will also assist in organizing technical assistance workshop(s) and coordination meetings with counterparts and stakeholders.

Reporting

The PFM Mid-level Expert reports directly to the EGSA PFM Expert and will work collaboratively with entire EGSA team under the leadership of the Chief of Party.

Qualifications

The PFM Mid-level Expert must meet the following:

  • At least 7 years of experience in Public Financial Management or Local Public Finance in Indonesia
  • Good understanding of fiscal risks in government budget
  • Ability to prepare comprehensive report for Government technical and executive level audiences
  • Undergraduate degree from nationally/internationally recognized in economics, public financial management, accounting, public administration, public policy, or other related fields.
  • Proficiency in Bahasa Indonesia and English
  • Experience in delivering trainings/workshops to government officials preferred.
  • Prior work experience with GOI public finance institutions is preferred
