Since formally launching in the UK in May 2019, we have quickly established a strong and diverse portfolio of UK Aid-funded programmes, in the UK we have a team of 65 employees however are growing fast.

The Recruitment Manager role overview:

The Recruitment Manager (RM) role provides specialist support to the Business Development Team sourcing and engaging with the world’s leading international development talent to ensure that Chemonics can provide the right talent to the right areas for the programmes they are looking to bid on. The role will require working with various teams both in the UK and internationally.
Main responsibilities:


1. Leading as proposal recruiter on various new business efforts throughout the year, working to resource and recruit highly talented staff to be submitted to Chemonics’ clients, namely Foreign Commonwealth and Development Office (FCDO), other UK Government departments, and other international development donors.

2. Further complementing the UKBL proposal teams by working across sectors and geographies in sourcing and engaging in highly talented individuals.

3. Proactively identifying new market opportunities and products, and continually reviewing existing markets, with particular emphasis on familiarisation with regional employment law and benefits.

4. Ensuring that proposals submitted are staffed to the highest standard in order to increase Chemonics’ chances of a tender award.

5. Supporting the Head of HR and the New Business Director in the UKBL to provide mentorship to others working in the recruiter role on proposals across the UKBL.

6. Providing support to the UKBL’s capture and proposal teams during the bidding process for new projects as required.

7. Undertaking labour market pay and benefits benchmarking to understand specific industry and role standards, supporting the development of a competitive offering for vacant positions in advance of advertisement.
8. Working closely with management, develop job descriptions and adverts to ensure the role is clearly defined, and the right person specification is drafted prior to recruitment.

9. Undertaking candidate outreach via social media and connections, identifying candidates for consideration against niche/specialist roles, advising them of the opportunity, and encouraging them to apply to ensure high calibre applications.

Head-office & Project Recruitment

7. Supporting the Recruitment & Talent Manager as required to deliver a proactive, efficient, and streamlined recruitment service.

8. As time allows, either taking the lead on hiring specific roles or supporting efforts to build up teams or occasionally finding replacement staff as required.

9. Creating compelling, well-written but concise job advertisements that attract high quality candidates to apply for our vacancies.

10. Liaising with prospective candidates throughout the entirety of the recruitment process, building a strong rapport to keep them engaged in the hiring process and alignment with the Chemonics brand, even without the promise of guaranteed employment. Overseeing and supporting each stage of the recruiting process, maintaining high- quality recruitment records and information that can be shared with hiring managers.
11. Using specialist knowledge to market Chemonics in specific countries and regions. This will involve devising strategies for each market, making appropriate recommendations for budget, and planning and executing implementation within the assigned budget.

12. Developing expert cultural knowledge and market intelligence to inform strategies for recruitment and partnership activity, feeding into broader organisational decision- making.

13. Analysing and reporting on recruitment, evaluating the effectiveness of recruitment activities, and suggesting creative solutions to recruitment challenges.

14. Working closely with the Head of HR and the Recruitment & Talent Manager to develop and implement the international recruitment and marketing strategy, whilst managing talent pools and creating maps of potentially talented individuals that would align with our strategic priorities.

15. Attending outreach and networking events alongside the Recruitment and Talent Manager, acting as the initial point of contact for people looking at project careers at Chemonics.

16. Seeking improvements to the recruitment systems and processes, working with the UK HR team and the UKBL to ensure continual improvement of staff hiring programmes.

17. Act as an escalation point for recruitment on complex query resolution and own through to conclusion where needed, Escalating to Recruitment and Talent Manager / Head of HR as needed.

18. Directly line managing the Senior Associate Recruitment

19. Providing back-up and support to the Recruitment and Talent Manager during periods of high workload or absence, as well as any other duties that may be reasonably required and/or commensurate with grading to provide resilience on the team and to provide a seamless HR service.

Key skills and experience required:
• Evidence of a strong background in resourcing, preferably an in-house recruitment role, managing the entire recruitment lifecycle.
• Experience in using technology and social media as candidate attraction tools.
• Experience working with a range of selection tools and being able to advise accordingly.
• Experience in drafting advertisements and communications
• Previous experience of working with 3rd party organisations in the delivery of short-term placements.
• Comprehensive experience in managing complex recruitment for projects to short deadlines.
• Evidence of successfully using multi-channel candidate attraction techniques.
• Experience in developing candidate databases and building the employer brand to ensure candidate engagement.
• Experience recruiting for the FCDO, or other UK Government, would be desirable
• Experience of using a variety of tools as part of the selection process, e.g., written assessments, psychometric testing, and panel interviews.
• Demonstrable experience in coaching managers through recruitment and selection processes, developing their skillset to support more complex campaigns.
• International recruitment experience preferred, preferably within Africa, the Middle East, or Asia (EMEA).
Knowledge:
• Degree educated or equivalent, preferably in human resources or business.
• CIPD Level 5 qualified (Level 7 desirable), with evidence of continuous professional development.
• Specific recruitment training with the CIPD or similar global professional body would be an advantage.
• Accreditation in psychometric testing or other similar selection methods is desirable.
• An understanding of employment law and wider HR best practices.
• Considerable working knowledge and understanding of equality, diversity, and inclusiveness and how it applies to this role.
• Knowledge of the FCDO, and other international development funding mechanisms and its operations strongly preferred.
• Strong knowledge of MS Office applications and HR information systems.

Skills:
• Commercial mindset with previous experience in understanding wider team budgets and salary impact.
• Demonstrable ability to communicate clearly and concisely, both verbally and in writing, and lead presentations, training courses, and effective meetings.
• Ability to work well under pressure with tight deadlines, working flexibly to manage changing and competing priorities.
• Multilingual, ideally fluent in Spanish, French, or Arabic, is highly desired.
• Proven ability to systematically analyse recruitment information and cut through complexity to bring clear, relevant, and intelligible recommendations.
• Ability to apply judgement, creativity, and flexibility to generate new and innovative ideas and approaches and to solve complex recruitment problems.
• Demonstrable strong organisational skills, discretion, and ability to manage confidential information.
• Ability to challenge and influence others, including more senior colleagues and stakeholders, to ensure that the right outcomes are achieved.
• Ability to establish strong workplace relationships at all levels of the organisation, including the ability to generate and maintain strong candidate rapport to improve engagement levels in new business recruitment.
• Able to use project management disciplines to lead or contribute to project work.
• A willingness to travel and work abroad for limited periods, as business needs dictate, in order to successfully manage international relationships or projects.
