English Language Training for ASEAN Accession (ELTAA)
The English Language Training for ASEAN Accession (ELTAA) is a five-year initiative funded by the Australian Government and implemented by PROSIVU through DT Global.
This program will support Timor-Leste’s preparation for ASEAN membership by strengthening the English language proficiency of government officials. ELTAA aims to equip civil servants with the skills necessary to engage in ASEAN forums and processes, through targeted and inclusive training that aligns with the Government of Timor-Leste’s development goals.
ELTAA training will be delivered through three tailored streams:
This RFP seeks a qualified supplier or consortium to implement the ELTAA program’s first phase, covering training delivery until June 2026, with possibility of extension by mutual agreement.
Key responsibilities include:
Proposals must demonstrate technical expertise, contextual familiarity, inclusive delivery capacity, and value for money.
