Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Strategy Manager – Women in Leadership will be an experienced program manager with expertise and well-developed networks and relationships in promoting women in leadership. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners. The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.

The Strategy Manager will bring a proven record in engaging with and enabling partners to engage on sensitive issues and identify opportunities to advance women in leadership.

About You

Specific Responsibilities

Program Development and Strategy

  • Lead the development, implementation, and iterative refinement of the Engagement Strategy on Women in Leadership, ensuring alignment with AIPJ3’s EOPO3 and DFAT’s commitments to gender equality, disability inclusion, and social inclusion.
  • Ensure men and women are engaged in discussions and activities to promote women in leadership including ensuring a “do no harm” approach so that women are not excluded, disadvantaged or discriminated against as a result of participation in AIPJ3 activities
  • Along with the AIPJ3 team, champion models of leadership that recognise gender dynamics but do not discriminate on the basis of gender, and create space for sensitive discussion between men, between men and women and between women
  • Design and guide activities for identifying and removing systematic barriers for the participation and leadership of women in justice and law enforcement institutions.
  • Provide technical leadership and political economy analysis to identify social norms and institutional policies preventing women’s participation in leadership, based on previous research under AIPJ2.
  • Mainstream GEDSI principles across all activities under the strategy and contribute to program-wide GEDSI integration across all AIPJ3 policy priorities.

Selection Criteria

  • Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor’s degree and extensive working experience in the area of expertise.
  • Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events.
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context
  • Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
  • Demonstrated achievement in addressing discriminatory social norms and policies and promoting women in leadership
  • Demonstrated capacity to represent programs positively and creatively through presentations, speeches and official engagements.
  • Practical experience and technical understanding of Australia and Indonesia’s Women in Leadership priorities and working with/for GOI ministries within relevant areas, including a keen sense of risk management.
  • Practical understanding of relevant Australian Government agencies and institutions in Women in Leadership and how they are engaged.
  • Strong analytical and report writing skills.
