Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Strategy Manager – Access to Justice will be an experienced program manager with expertise and well-developed networks and relationships in Access to Justice for vulnerable populations. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners.  The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.

The Strategy Manager will bring a proven record in engaging with and enabling partners to identify solutions to complex justice and security problems and a practical approach to managing events and activities.

About You

Specific Responsibilities

Program Development and Strategy

  • Lead the development and refinement of the Engagement Strategy on Access to Justice, ensuring it aligns with AIPJ3’s EOPO3 and supports implementation of Indonesia’s national disability laws and international obligations.
  • Design inclusive justice sector interventions that enhance access for women, girls, persons with disabilities, and other marginalised populations, including through procedural reforms and capacity building.
  • Contribute to evaluations of Indonesia’s legal aid system to identify both successes in terms of improving access to justice and continuing unmet legal demands, and how these impact on Indonesian society and economy.  
  • Undertake political economy and legal analysis to identify systemic barriers and entry points for reform to improve the accessibility, fairness, and responsiveness of justice services.
  • Ensure the strategy is grounded in principles of dignity, non-discrimination, accessibility, and intersectionality, and contributes to broader GEDSI mainstreaming within AIPJ3.

Selection Criteria

Essential Experience and Knowledge

  • Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor degree and extensive working experience in the area of expertise.
  • Understanding of the legal aid system in Indonesia and unmet demands for legal services among vulnerable populations, including the impact of these on Indonesia’s society and economy
  • Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events, especially with people with disabilities.
  • Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
  • Demonstrated achievement in developing and implementing GEDSI in justice and security.
  • Demonstrated capacity to represent programs through presentations, speeches and official engagements.
  • Practical experience and technical understanding of Australia and Indonesia’s Access to Justice priorities and working with/for GOI ministries within relevant areas, including a keen sense of risk management.
  • Practical understanding of relevant Australian Government agencies and institutions in Access to Justice and how they are engaged.
  • Strong analytical and report writing skills.
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context.
