About the Proposal

Vanuatu continues to face critical skills shortages in key sectors such as construction, engineering, and technical trades. Training providers, especially in rural and remote areas, often lack access to safe, affordable, and scalable training resources for real-world equipment operations.

To address these constraints, Pacific Australia Skills propose the acquisition and deployment of simulation-based training technology Augmented Reality (AR) vehicle simulator. AR vehicle technology provides a next-generation, cost-effective and sustainable solution for technical high-fidelity vehicle training across multiple sectors.

These investments would support national skills development by enabling inclusive, climate-conscious, and mobile training solutions that are adaptable across various priority sectors.

Project Objectives 

  • Expand access to modern, mobile training tools across Vanuatu.
  • Build sectoral capacity in construction, logistics, agriculture, emergency response, public safety and vehicle training.
  • Improve labour mobility preparedness by allowing participants to gain experience on commonly used machinery such as tractors and forklifts prior to mobilising.
  • Develop local capacity through the delivery of a tailored “Train the Trainer” program.
  • Enable inclusive training access across remote provinces via portable systems.
How to Apply

Your response to this RFQ should consist of two separate electronic files:

1. Technical Proposal:

 Parts 1 and 2: Company Details and Technical Information 

  • Provide company details, supporting documents and responses to selection criteria on the company’s technical and corporate capability. 

Part 3: Previous Work Experience 

  • The Tenderers should provide up to three (3) examples of current or previous work activities which highlight their ability to perform the required services. Each example is limited to one (1) A4 page and should be in the format provided. 

Part 4: Resources 

  • Tenderers are required to identify resources (team composition) and outline experiences and qualifications of each team member using the template provided.

2. Financial Proposal 

Part 5: Financial Proposal, tenderers are required to provide a quotation for undertaking the work and demonstrating value for money. The quotation should be comprised of:

  1. AR Vehicle Simulator (inclusive of necessary accessories for different vehicle simulations and warranty) 
  2. Delivery, Setup and Implementation in Vanuatu 
  3. Software – Manual Training Lifetime License (minimum of 5)
  4. Train the trainer training and logistics in Vanuatu (5 days)
