About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role
Reporting to the Governance and Sector Coordination Lead, the Buka based Organisational Development and Human Resources Management (OD/HR) Adviser will support key counterparts in the Department of Infrastructure Utilities (DIU), ABG to implement the DIU Corporate Plan 2020 - 2027.
The need to support DIU with the implementation of the Corporate Plan was identified in the joint Organisational Assessment (JOA) in 2024 and support mechanisms are included in the Partnership Support Plan (PSP).
The focus of this role is to support strengthening DIU’s corporate systems and processes and the implementation skills of DIU staff. In the First year, the adviser is expected to work hands-on with counterparts to progress key activities as identified in the Partnership Support Plan, initially with a focus on the recruitment of the required staff in accordance with the approved organisational structure. Progressively, the role will change into a full advisory role with a focus on developing systems and processes for strengthening key corporate areas and working with and strengthening counterpart’s skills, so they are able to implement systems and process independently. The annual workplan will guide the adviser’s work and priorities.
The Adviser will coordinate closely with the Transport Governance and Institutional Strengthening (TGIS) team.
