Position Overview

Chemonics seeks to conduct an internal and external recruit for a Senior Contracts Specialist for the USAID-funded Global Health Supply Chain (GHSC-PSM) project. The Senior Contracts Specialist will: 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives.

The Senior Contracts Specialist shall leverage headquarters and field contract management experience in negotiating, executing, and managing multi-million-dollar contracts of various types (IDIQs, BoAs, MLSAs, and other one-off Contracts). The position will guide project staff on contract management and sourcing negotiations to ensure compliance with the FAR and other regulatory policies and procedures. The Senior Contracts Specialist will also ensure that ensures documentation for procurement actions is high quality and assists in the establishment of business relationships with GHSC-PSM suppliers across all task orders. Responsibilities:

• Directly manage solicitations, negotiations, subcontract drafting and modification, and supervision of key strategic agreements.
• Develops policies, procedures, work instructions, and guidance documents related to GSC’s sourcing & contracts function.
• Works collaboratively with sourcing and contracts staff, conducting a wide range of health commodity sourcing events, ensuring contracting expertise is available to execute RFX events for all Task Orders efficiently.
• Oversee processing of contracting activities for all Task Orders, including all types of RFX events and contract types, and leveraging GHSC-PSM Management Information System (MIS) tools.
• Continuously identify emergency or critical contracting requirements that require management intervention, collaborating with USAID, Country Programs, and suppliers as required.
• Ensure visibility of contracting status for all Task Orders to internal and external stakeholders, including USAID, GHSC-PSM Country Programs, and GSC teams.
• Collaborate with sourcing & contracts and fulfillment teams to achieve target cycle time metrics goals for sourcing and contracting activities.
• Train contracts and sourcing staff on contract templates and ARTMIS contract management application
• Act as the resident expert on the ARTMIS contract management application.
• Collaborate with GHSC-PSM on continuous improvement of GSC systems, and business processes
• Act as reviewing and approving authority for contracts up to $250,000.
• Other duties as required.

Qualifications:

• Bachelor’s degree required, Master’s degree in related field preferred.
• Minimum five (5) years of procurement, supply chain, and/or technically relevant contract management work experience required.
• Solid understanding of USAID and other Federal Acquisition Rules and Regulations.
• Experience living or working in developing countries preferred.
• Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
• Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
• Strong knowledge of MS Office applications.
• Ability to work both independently and as part of a team.
• Demonstrated leadership, versatility, and integrity.
• English language fluency is required; secondary language proficiency is preferred.

The Salary Range for this position is expected to be: $84,320 - $105,400.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
