Job Description

Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

· Pillar 1: Stronger national level enabling environment for sub-national service delivery.

· Pillar 2: Better sub-national governance for service delivery.

· Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.


The Role
The Senior Data & Apps Development Specialist will support SKALA and its government counterparts, particularly Bappenas, MoHA, and MoF, by providing technical input for the preparation and development of systems to enhance the interoperability of SEPAKAT with other national planning and fiscal systems such as SIPD and SIKD, as well as for the policy development and application improvement of SIPPP to support the integration of Special Autonomy (Otsus) data for Papua. The Consultant will also lead the modification of SEPAKAT’s menu/ features to accommodate the recent update on micro socio-economic data (DTSEN). The Consultant will work closely with SKALA’s technical team and relevant government stakeholders to design, test and improve interoperability solutions, ensure system readiness for data exchange and provide technical guidance for system adoption at both national and sub-national levels.

About You

Specific Responsibilities

· Provide technical expertise and input to strengthen the interoperability of SEPAKAT with other national and sub-national systems, particularly SIPD and SIKD, ensuring socio-economic data can be effectively utilized for planning and budgeting processes.

· Provide technical expertise and input for the improvement of SIPPP to support the integration and utilization of Special Autonomy (Otsus) data for Papua.

· Provide technical expertise to update unified socio-economic data DTSEN and its utilization through the development of SEPAKAT to ensure readiness for scaling for national utilisation.

· Provide advisory and technical input to business process of system integration design in consultation with SKALA and government counterparts ensuring data, especially data on gender, disability, vulnerable and its’ analysis from unified socio-economic data source can be accessed easily and timely.

· Lead in development and improvement of SEPAKAT application (website and desktop) to include new set of analysis such as SPM, GEDSI, SIKD, PERA, Sea Level Rise (SLR) including completion of SEPAKAT modules for village and ward, i.e.  data updating, on-demand registration, profile analysis, geotagging, planning and budgeting and services. 

· Perform data cleansing to identify consistency and inaccuracies of unified socio-economic dataset to be available for access and analysis in SEPAKAT application.

· Assist in development of system integration at national level to ensure unified socio-economic data is available in the SEPAKAT application and ready to share with sub-national information system, i.e. Regional Data Portal. 

· Provide input to national and sub-national data governance policies to ensure effectiveness on the use of SEPAKAT for unified socio-economic data for planning and budgeting processes.  

· Work closely with SKALA’s information and technology support team to assist system integration, including with SIPD, SIKD, SIPPP, SIGAP, SAIK+, SIO Papua and other local information systems such as Regional Data Portal.  

· Provide input to government policies and guidelines for sub-national governments on the use of newly updated SEPAKAT for planning, budgeting, and services.  

· Assist in knowledge and skills transfer to government counterpart ensuring capacity exist for SEPAKAT system management. 

· Develop frequently asked questions and answers for SEPAKAT users 

· Other tasks as requested by SKALA.

Other Duties

· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.

· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

· Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.

· Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

· Report on analysis of SEPAKAT app and identification on improvement needed 

· Report on documenting analysis of SEPAKAT interoperability with SIPD and SIKD, including identified improvements and recommendations.

· Documented system design, testingand enhancement process to support interoperability of SEPAKAT and SIPPP with other national and sub-national systems.

· Documented input to development design and finalization of micro-data updating in SEPAKAT. Documented input of data-sharing apps and business procedures, as well as interoperability with information systems at the village level.

· Documented input of macro-micro data processing, analysis, matching on SEPAKAT

· Documented input of development of minimum standard services (MSS) features, climate change conditions,  GEDSI, local development budgeting in SEPAKAT.

· Source codes, algorithm, and hand over documentation to government counterparts 

· Documentation of developing, testing, and deploying SEPAKAT from the source codes. 

· Documented process of policy and guidelines development for SEPAKAT operationalisation. 

· Frequently asked questions and answers for SEPAKAT users 

· Frequently asked questions and answers for new application or update application 

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

· Bachelor’s or master’s degree in computer science, Information and Technology, or related field with a minimum of 16 years’ experience, including familiarity with SIPPP, SEPAKAT and SEPAKAT-SIPD integration. 

· Familiarity with development indicator, i.e. poverty, midterm planning, minimum service standards, etc and translating into analytical tool system.

· Excellent skills and proven experiences in developing software engineering and security for government systems.

· Experience developing projects using CodeIgniter or Laravel and using a database such as MySQL or MariaDB. Also, integration system using webhook or API. 

· Experience with CI/CD such as Gitlab CI, Jenkins, Vagrant, Docker, Supervisor, Ansible, Kubernetes, Terraform.

· Experience using AWS, Azure, and GCP.

· Experience with a unit test like cypress.

· Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.

· Familiar with PHP, HTML, CSS.

· Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work.

· Excellent interpersonal skills and written and verbal communication skills. 

· Excellent problem-solving skills.

· Ability to work both independently and as part of a team to achieve goals.  

Preferred

· Experienced working on governance projects involving government and development partners.

· Experienced working with Government of Indonesia.
