The Role

We are seeking a Senior Program Manager to join our DT Global Corporate office in supporting our successful program implementation by overseeing and/ or managing cross functional program support.  You will build strong relationships with program teams and our client, serving as the main contact for operational needs, ensuring compliance and overseeing functions such as finance, procurement, HR, risk management, and operational areas. Key Responsibilities:

People and Leadership

This role will support the program to ensure it has the leadership, skills, expertise and tools to achieve end of program outcomes and meet client and stakeholder expectations.  In consultation with the Contractor Representative and Team Leader, plan program resourcing and manage personnel agreements including the negotiation and review of existing personnel contracts.

Contractual Program Management

Assist and/ or where delegated ensure contractual requirements, obligations and deliverables in program Head Contracts are met and effectively delivered. This role will coordinate contract reviews and negotiations and ensure compliance with the corporate legal process.

Client Engagement

Maintain a collaborative relationship with clients at an operational level by responding to and managing project management requests and approvals.  Build an understanding of client goals and assist in ensuring the program stays adaptable to emerging opportunities and shifting priorities.

Development Effectiveness / Strategic Management

Support the strategic direction of the program by monitoring project progress and client feedback and escalating any anticipated implementation challenges to the Contractor Representative.

Financial Management

Manage the financial performance and profitability of the program, including monitoring margin variations, justifying any discrepancies, and reporting them to management. Review and monitor expenditure against the project Lifetime Budget, Annual Corporate Project Budget and Cash Flow Forecasting, coordinating with the program team to provide clear explanation for significant discrepancies.

Program Operations

Manage program start-up activities, transition and mobilisation phases, and ensure effective handover and closure at project completion.  This role will manage the integration of head contract and compliance requirements into operational manuals, personnel and partner engagements, and decision-making processes, this includes managing procurement and tender processes. 

Business Development

Build relationships with client representatives, program partners, independent development consultants, and other program stakeholders. Key this role will be leveraging your networks, relationships, market/country intelligence to support new business opportunities that align with DT Global’s strategic goals.  Contribute to proposal writing and/ or the identification of skilled candidates for named positions in proposals as needed.

Quality Management

Contribute to and ensure conformity to DT Global Asia Pacific’s Quality Management System, including compliance with all policies and procedures and recommending improvements to the system.

About You

Essential Skills & Experience:

  • Experience and knowledge managing donor-funded programs, ideally with managing contractor experience. 
  • Bachelor’s degree in international development, business administration, project management, or a related discipline.
  • Understanding of legal contractual requirements, and an ability to grasp an understanding of Australian Contract Law.
  • Ability to manage program deliverables, timelines, and budgets, while effectively identifying, assessing, and mitigating risks.
  • Ability to develop and manage budgets, forecast financial needs, understand financial metrics and monitor the program’s financial performance
  • Ability to coach and mentor personnel and lead small teams.
  •  Excellent written and verbal communication skills to interact with diverse stakeholders, including donors, government agencies, and NGOs.
  • Ability to work effectively in diverse cultural settings and understand socio-political contexts.
  • High ethical standards and a commitment to demonstrating integrity and professionalism.
  • Ability to review and edit reports to improve readability and ensure clear and effictive communication on program progress to stakeholders.
  • Demonstrated success in negotiating with and influencing diverse stakeholders.
  • Ability to prioritize, plan, and organize workflow to meet tight deadlines, handle multiple tasks, and adapt to changing priorities.
