Job Description

  • Full time, for an initial contract period to 30 April 2026 (Maternity Cover) with the possibility of an extension and/ or further opportunities, subject to satisfactory performance and DFAT and DT Global approval.
  • This is a Pacific-based position open to nationals of all Pacific Islands Countries.
  • Work location: Pacific (Office Based)

Program Background

Australia Awards Women Leading and Influencing (WLI) is a four-year, A$8 million on-Award (in Australia) and reintegration (in Pacific) enrichment program of the Australian Government, which seeks to amplify the development value of Australia Awards scholarships for women and men scholars from the Pacific.
The overarching Goal of WLI, that is, the higher-order purpose to which this investment contributes, is: WLI Alumni are contributing to the development and gender equality outcomes of the Australia Awards, Pacific Women Lead and their own countries.
The End of Program Outcome of WLI is: WLI women are leading and influencing on development issues in their contexts. This is unchanged from the Initial MERLA Plan.
The three Intermediate Program Outcomes are:

  • IPO1: WLI women are more confident leaders who use their skills and knowledge to influence change in their context.
  • IPO2: WLI men understand and are more supportive of women’s developmental leadership.
  • IPO3: WLI women and men expand and engage with their networks to address development challenges in their contexts.

The Role

The Program & Operations Officer will provide high-quality, wide-ranging support to the Women Leading and Influencing (WLI) program, contributing to both programmatic coordination and operational delivery. This includes supporting all aspects of activity design, planning, implementation, monitoring, administration, procurement, finance and logistics across WLI’s work in the Pacific and Australia. The role ensures smooth program implementation and effective collaboration with participants, alumni, stakeholders, service providers, and the broader WLI team.

Roles and Responsibilities

  • Provide support to Finance and Operations Manager by preparing payment documentation to be loaded in BST system for processing, including vendor forms, AP forms, invoices, approved quotation, relevant payment approvals, etc.
  • Support and undertake procurement of a range of goods and services in Australia and the Pacific (including but not limited to event venues, catering, workshop amenities, transportation, event photography) ensuring overall DT Global compliance, value for money and quality in delivery of the services / activities.
  • Help with planning, facilitation and ongoing coordination of key program activities including the WLI Men’s Program, LeadershipConnect online program and Women’s Developmental Leadership Program (WDLP), including participant selection, liaising with facilitators / guest speakers and participants, and setting up/ managing online groups and sessions.
  • Support the ongoing development and updating of the online Leaders Hub, WLI’s customised online networking platform for alumni, including onboarding new users, uploading documents, engaging alumni in dialogue and responding to support enquiries
  • Comply with all program operational, administrative and contractual requirements and ensure alignment with DFAT and DT Global requirements, policies and standards.
  • Champion good governance, gender equality, disability rights and child protection and promote a working culture based on a values-based approach.
  • Perform other duties as requested to ensure effective program delivery.

Selection Criteria

  • Post-secondary qualifications in business administration, finance, social sciences, communications, or a related field.
  • At least two years’ experience working on and supporting development programs, including program administration, budgeting and reporting, and liaising with program participants, partners and stakeholders.
  • Outstanding attention to detail and organisational skills, with the ability to prioritise workload, work independently and collaboratively in a remote team, and consistently deliver high-quality outputs within deadlines.
  • High level numeracy and IT skills, including strong working knowledge of the Microsoft Office suite (Excel, Word, Outlook).
  • Strong interpersonal communication skills, with the ability develop and maintain effective relationships with a diverse range of individuals and organisations.
  • Excellent written skills, in English, with experience contributing to or preparing emails, letters, reports and other documentation for a range of audiences.
  • Knowledge of DFAT’s gender equality, disability inclusion and M&E policies is desirable.
  • Experience with alumni engagement and online participant platforms is desirable.
  • Experience working with websites and online databases is desirable.
