Field of activity

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (IS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services has received a commission from the Government of Botswana to implement a project that aims at strengthening employment-relevant technical and vocational education and training (TVET) in the country. The project intends to increase industry access to qualified labor in sectors with growth potential. Specific objectives are to improve the quality and relevance of TVET delivery in selected industry sectors for young women and men; and to improve hands-on work readiness of graduates of vocational training institutions through cooperation between the public and private sector.

Advisory services will cover the following fields:

  • System development
  • Cooperation and Network Development
  • Organisational Development
  • Human Resource Development

Your tasks

The senior TVET expert (m/f) supports the Ministry of Education and Skills Development (MoESD) in the delivery of its key mandate, which is to provide efficient, quality and relevant education and training that is accessible to all. His/her main responsibilities are:

  • To ensure operational management (budgetary responsibility, operational planning, monitoring, progress report) of output component C “Qualification of educational and managerial staff” and D “Participation of private sector in TVET”
  • To provide technical, advisory and organisational consulting on qualification of managerial and training staff, design of customer-oriented technical and vocational training and cooperation with the industry
  • To strengthen the institutional and human capacities of the Department of Technical and Vocational Education and Training and other responsible stakeholders
  • To participate in the design, steering, coordination and implementation of Human Capacity Development measures
  • To plan and steer operations and support of local and international short-term experts

Your profile

  • University degree at least on master level in a discipline directly related to the purpose of the contract
  • Minimum of 8 years of experience in the field of technical and vocational education and training
  • Experience in TVET governance, monitoring and evaluation
  • Extensive experience in human capacity building and education and training of teachers for technical and vocational education
  • Networking experience with labour market, vocational training, private sector actors and support programmes of other development partners
  • Minimum of 5 years of experience in international cooperation
  • Excellent verbal and written communication skills in English
  • Proven track record in capacity development in a public or private sector context; experience in facilitating multi stakeholder processes.
  • Ability to interact in different cultural and professional environments and to create good working relationships at local and international levels.
  • Work experience in the Southern African region and verbal communication skills in Setswana would be an asset.

Assignment period

The project has started in January 2015. The Senior TVET expert position should be filled as soon as possible until the end of the project in December 2017.
