The purpose of this GIZ-funded activity is to support the operationalization of reforms in Ethiopia’s vocational training system to align it with the needs of the labor market. ​The activity aims to strengthen the role of the private sector in managing vocational training, enhance the quality of cooperative and short-term training programs, and address skills gaps in areas such as green, digital, and entrepreneurial skills. ​ It also emphasizes gender equality, inclusion of persons with disabilities, and environmental sustainability while fostering collaboration between public and private stakeholders to ensure long-term impact and sustainability.

Position Description

Education Development Center (EDC) is seeking a Team Leader who will be responsible for:

    • Overall responsibility for the advisory packages of the contractor.
    • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level.
    • Manage and assure quality of design, implementation, monitoring and evaluation of capacity development measures for local partners.
    • Ensure that cross-cutting themes are sufficiently considered (for example gender equality, etc.).
    • Resources management, identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
    • Ensuring that monitoring procedures are carried out.
    • Regular reporting in accordance with deadlines.
    • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.
    • Supporting the Commission Officer in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase.

This is a part-time role which requires substantial travel (4 times/year) to Ethiopia. The position is contingent upon award by the donor.

Candidates shall have at a minimum the following qualifications:

Qualifications

Education:

University degree in in Project Management, Leadership, Education Sciences, TVET, Social Sciences or a similar field. Master’s degree preferred.

Skills and Experience:

  • More than 7 years of professional experience in organizational development, multistakeholder engagement as well as technical advisory services and project management.
  • More than 7 years of professional experience in: 
    • Design and implementation of projects with focus on cooperative training, labor market relevant qualification measures and cooperation with the private sector, and 
    • Green and digital transformation in TVET and skills development.
  • 5 years of professional experience in countries of the Global South, specifically in Sub Saharan countries such as Rwanda, Tanzania, Uganda, South Africa and Kenia and Asian countries such as Indonesia and Pakistan.
  • 3 years of professional experience in Ethiopia.
  • 5 years of experience in development cooperation projects.

Language:

English and German are required.
