Job Description

The Team Leader will assume overall responsibility for providing strategic leadership and direction to the EduKAiT Program. This role will be based in Tarawa, Kiribati, and will report to DT Global’s Contractor Representative.

The Team Leader will work closely with the Kiribati Ministry of Education (MoE) management, other Government of Kiribati authorities, the Church Education Directors’ Association in Kiribati (CEDAK) and the DFAT Post in Tarawa.

Responsibilities include:

  • Create a positive and engaging environment for EduKAiT staff and advisers, fostering a shared vision and promoting the localisation of program resources;
  • Lead and manage the delivery of EduKAiT Annual Plans, allocating resources and ensuring activities align with strategic priorities and policies and planning of both governments – ensuring achievement of EOPOs;
  • Coordinate technical and other support to the MoE in line with MoE priorities under the Education Sector Strategic Plan (ESSP 2024-2027), covering areas such as policy development, disability support, curriculum, and teacher development;
  • Promote and support efforts to increase local leadership of the program including greater engagement with MoE in the planning and budgeting for the program, localisation of positions and mentoring of the national Deputy Team Leader;
  • As requested by MoE, provide ongoing advice and mentoring in support of Ministry senior and operational staff in the development of Ministry policies and processes;
  • Support the involvement of EduKAiT staff and their teams to actively lead in annual planning, budgeting, monitoring, evaluation and report activities for their thematic areas of responsibility;

About You

Selection Criteria:

  • Relevant post-graduate qualifications preferably in educational management, strategic leadership or equivalent
  • 10-15 years’ experience in delivering high-level advice on strategic planning, financial management, and policy implementation in an educational context within a complex development environment
  • Demonstrated understanding of development principles, good practice, and effective stakeholder engagement
  • High level understanding of development principles and good practice is essential, including efforts to promote locally led development
  • Successful experience of working within culturally diverse areas (and where English is the second language) with the ability to contribute to effective solutions and sustainable outcomes
  • Experience of overseeing progress against budgets and work plans, managing program risks, and coordinating the performance of technical advisers

Highly Desirable

  • Experience in the education sector in Kiribati and in working with senior representatives from the Government of Kiribati is desirable
  • Experience working with DFAT (and understanding of DFAT policy and requirements) in other development contexts is desirable
  • Previous Team Leader experience is desirable
