Program Background
PROSIVU is an Australian Government-funded program that focuses on strengthening governance in Timor-Leste. This eight-year program (2022 – 2030) works in partnership with the Government of Timor-Leste to help Timor-Leste achieve its goal of becoming an upper-middle-income country by 2030. It is Australia’s primary program supporting Timor-Leste’s central government agencies and economic line-ministries in improving governance, economic policy and public sector reform. DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

The objective of this assignment is to conduct an independent technical and functional review of the SIGAP Foun/HRMIS system, with a focus on:

About You
Essential Experience and Knowledge
Minimum 10 years’ experience in system development, IT architecture, or technical reviews, preferably in the public sector
Strong demonstrated experience and skills in:
1. Advanced degree in Computer Science, Information Systems, or related field
2. HRMIS design and/or implementation in a public sector environment
