SUMMARY OF THE PROJECT
The Strengthening Equitable Healthcare Access in Target regions (SEHAT) project in Indonesia is a seven-year project funded by Global Affairs Canada. SEHAT aims to improve health outcomes and rights, particularly SRHR, for marginalized and vulnerable women and girls (W&Gs) in the provinces of Central Sulawesi (CS) and Papua. The project will achieve its ultimate outcome by addressing the barriers faced by W&Gs both on the supply and demand side of health care. On the supply side, the Project will improve the delivery of quality, gender responsive and environmentally sustainable health care (1100) through a series of interventions aimed at improving the ability and capacity of healthcare providers, administrators, managers and policymakers at provincial and district levels. This pillar will strengthen four of the six core building blocks of the World Health Organization (WHO) Framework for Resilient Health Systems, namely: health workforce; leadership/governance; service delivery; and health infrastructure, equipment and supplies. On the demand side, the Project will work with women & girls and their communities to promote accessible, non-judgmental, and evidence-based health information; support women and girls’ ability for decision-making on SRHR; and challenge harmful social norms and practices that affect women and girls health and rights. Combined, interventions under this second pillar will lead to the increased use of quality, gender responsive, and environmentally sustainable health care by Women and Girls (W&Gs) (1200).
SUMMARY OF THE POSITION
Reporting to the Project Director in Canada, the Team Leader of the Project, located in Jakarta, will be responsible for the achievement of project results and will be accountable for the overall management, coordination and implementation of the Project in Indonesian provinces of Papua and Central Sulawesi. S/he will provide overall leadership to project staff members, consultants, national partners and stakeholders in the development and delivery of a holistic strategy and Project Implementation Plan to meet the expected results delineated in the Contribution Agreement with Global Affairs Canada. S/he will also be responsible for day-to-day coordination of project activities and provide technical, managerial and strategic advice on project matters to the national and provincial health offices as necessary. The Team Leader will be responsible for overseeing all aspects of the project, including finance and operations, development and implementation of Project Implementation Plan, Annual work plans and donor reporting.
KEY RESPONSIBILITIES
Project Leadership and Quality Delivery
Provide strategic leadership and oversight of project scope, ensuring project activities align with the approved design, Government of Indonesia priorities and Global Affairs Canada guidelines and regulations.
- Provide overall leadership to the project in country team including provincial staff ensuring effective coordination between all project units.
- Ensure effective communication and coordination between all project stakeholders, including national partners, Ministry of Health, Government of Indonesia, international and local short-term consultants and Cowater HQ.
- Establish and manage, in coordination with Project Director at Cowater headquarters and partners, a quality control system in the two provinces to monitor and enforce maintenance of standards and to evaluate progress throughout the project.
- Ensure that all resources allocated to the project produce the required quality of results at all levels.
- Represent Cowater’s corporate interests and image at all times and rigorously follow Cowater’s Code of Conduct.
- Establish Project Steering Committee and Project Technical Committee and represent the project and company at relevant meetings, forums, events, and committees, to the highest professional standard.
Planning:
- Review and validate the proposed methodology, expected intermediate and immediate outcomes and constituent outputs, performance indicators and risk factors/mitigation approaches.
- Work closely with Project Director to prepare seven year Project Implementation Plan; prepare Annual Work Plans and Progress Reports and submit them to the Project Director, in strict compliance with the deadlines set out in the Contribution Agreement.
- Contribute to the gender-based analysis, coordinate alignment of recommendations of the analysis in the gender equality strategy, and monitor the achievement of gender equality results.
- Establish an effective monitoring system for project progress and results and ensure the collection and use of sensitive and gender-disaggregated data, in particular the Key Performance Indicators set out in the Contribution Agreement.
Management and Administration:
- Work closely with partners to establish the project offices (Jakarta, Jayapura and Palu) and monitor and advice the partners on office leases, supervise the procurement of office equipment, vehicles and furniture, ensure the proper utilization, security and maintenance of office facilities including the vehicles.
- In consultation with the Cowater HQ, recruit the locally engaged personnel, establish their job descriptions, supervise, support and administer the contracts of these personnel and conduct annual performance appraisals of each locally engaged staff member and report the appraisals to the Cowater HQ.
- Oversee and provide coordination of the activities of all components, including advisors, consultants and staff.
- Take responsibility for carrying out procurement processes according to the guidelines specified in Cowater’s Field Operations Manual developed by Cowater HQ.
- Policies and Procedures – in consultation with the Cowater HQ, prepare and regularly update appropriate policies and procedures to facilitate the administration of the SEHAT offices.
- Sub-Contracts - select sub-contractors as per approved workplans, based on Cowater procurement guidelines. Contracts for sub-contractors will be prepared by Cowater HQ.
Financial responsibility
- Assume accountability for all field expenditures including procurement related to the Project.
- Supervise accounting functions and approve payments.
- Ensure the project maintains quality control measures to ensure proper accountability.
Communication and partnership
- Maintain effective and efficient communications systems between the project offices, Cowater HQ and partners organizations, including systems for quality control, document transmission and circulation.
- Liaise with various Indonesian stakeholders including Ministry of Health and Provincial Health Offices and civil society organizations as well as with donors to create synergies.
- Provide general support and advice to the national, provincial and district counterpart personnel.
JOB REQUIREMENTS
Desired qualifications:
- Master’s degree in public health or social sciences required.
- Indonesian national residing in Jakarta with experience of working in international/multilateral organizations.
- Experience in working with Indonesian national and provincial health systems including civil society organizations on health system strengthening projects.
- Knowledge of Global Affairs Canada’s gender equality policies and GEDSI best practices; and
Minimum experience:
- Minimum 15 years of experience and demonstrated ability in team management and foster a stimulating environment for the implementation of major health sector project in a multicultural context.
- Minimum 10 years of experience demonstrating leadership in the management of large-scale development projects financed by public funds (Global Affairs Canada, USAID, FCDO, WB).
- Experience demonstrating skills in gender, gender-based analysis (GBA), gender equality, inclusive education, knowledge of gender approach and gender analysis tools.
Essential Skills:
- Excellent communication and technical writing skills for progress reports in English.
- Fluency in English and Bahasa.
- Proficient in using computer tools: Internet, MS Office (Word, Excel, Outlook, Powerpoint)
