Program Background
The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia’s health transformation agenda.
Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.
The program’s long-term goal will be guided by four end of program outcomes (EOPOs):
- Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
- Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.
- Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
- Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.
The Role
To support the effective delivery of high-quality human resources management and safeguarding functions for the KITA SEHAT program, under the guidance of the Operations Lead and in close coordination with DT Global’s HR and Compliance teams, as well as the broader KITA SEHAT team. This role contributes to ensuring effective workforce management, compliance with Indonesian labor law and DFAT requirements, the promotion of a safe and inclusive workplace, and the integration of safeguarding principles across all program activities.

About You
Roles and Responsibilities
Strategic HR Management:
- Lead the design and implementation of KITA SEHAT’s HR strategy, ensuring alignment with program objectives and DT Global policies.
- Lead the establishment and implementation of a comprehensive performance management system for KITA SEHAT, ensuring alignment with program objectives, staff development needs, and organisational values.
- Oversee the development and implementation of HR policies and procedures, ensuring compliance with Indonesian labor law, DT Global policies and DFAT requirements.
- Support management and Team Leader in effectively applying HR policies, including managing performance, staff relations, and conflict resolution.
- Provide strategic oversight of staff capacity building, professional development, and learning initiatives.
- Monitor and advise on employment legislation changes and emerging HR best practices, ensuring program policies remain compliant and competitive.
Recruitment and Onboarding:
- Oversee and coordinate all recruitment activities for national and international personnel, ensuring transparent, merit-based, and compliant processes.
- Guide hiring managers through recruitment planning, selection, and evaluation to ensure consistency and fairness.
- Ensure recruitment processes promote gender equality, disability inclusion, and diversity (GEDSI) in line with DFAT and DT Global policies.
- Plan, oversee, and conduct onboarding and induction processes, ensuring all new staff receive comprehensive orientation on HR, safeguarding, and program policies.
- Ensure recruitment and onboarding documentation is properly maintained in line with DT Global and KITA SEHAT requirements.
Remuneration and benefits:
- Provide oversight and guidance on payroll, social security, income tax, and other statutory pay processes.
- Ensure accurate and compliant payroll management in coordination with Finance.
- Maintain and periodically review the KITA SEHAT pay scale to ensure internal equity and external competitiveness.
- Review and provide recommendations on staff remuneration and benefits, including periodic benchmarking and alignment with market standards.
- Liaise with insurance providers, ensuring timely management of membership, claims, and service quality.
- Support budget and forecast preparation related to personnel costs.
HR Operations and Compliance:
- Contribute to the development of the HR Manual and HR policies and procedures in liaison with the Operations Lead, and other DT Global policies as required.
- Monitor locally engaged staff employment contracts that are due for renewal and manage the contract extension process.
- Ensure KITA SEHAT staff complete their timesheets and leave applications in the Sunfish system and that Sunfish records are accurate and up to date.
- Oversee and continuously improve the performance management process, ensuring effective goal setting, fair evaluation, and consistent feedback mechanisms across the program.
- Lead HR file audits and data management to ensure confidentiality and compliance with data protection policies. This includes maintaining the HR records and employee database (international and national staff and advisers) and providing required data for any reporting purposes.
- Support negotiations and conflict management between staff and management, ensuring fair and transparent process.
- Support contract negotiation process when needed.
Safeguarding:
- Provide strategic leadership in integrating safeguarding principles into all HR and operational practices, including recruitment, induction, and partner engagement.
- Deliver safeguarding induction for staff and consultants.
- Ensure timely completion of mandatory training in the Learning Management System (LMS), including Child Protection; PSEAH; Fraud and Corruption; Health, Safety, and Environment (HSE); Ergonomic and Manual Task; Workplace Behavior, and any other mandatory training for all new and existing staff.
- Maintain training records and share these with DT Global Contractor Representative as needed.
- Act as the focal point on relevant safeguard policies both for KITA SEHAT personnel and downstream partners.
- Ensure that safeguarding risks (Child Protection, PSEAH, modern slavery, and others) are periodically assessed throughout program implementation, and support updates to safeguards risk assessment documentation annually or where there are any significant changes to program focus or context. This includes:
- Child Protection risk assessment
- PSEAH risk assessment
- Modern slavery risk assessments
Others:
Other duties as reasonably requested by Operations Lead.
Selection Criteria
Essential Experience and Knowledge
- Master/bachelor’s degree in human resources management, business administration, or a related field.
- Minimum of 10 years of progressively responsible experience in human resource management, with at least 3 years in a senior or strategic HR leadership role.Strong knowledge of Indonesian labor laws, employment regulations, and HR best practices.
- Demonstrated experience managing HR operations, including payroll, benefits, and performance systems.
- Strong interpersonal, advisory, and conflict-resolution skills with the ability to influence and collaborate effectively at all levels.
- Excellent verbal and written communication skills in English and Bahasa Indonesia.
- Experience leading or overseeing safeguarding functions, including policy implementation, risk management, and capacity building.
- High level of integrity, confidentiality, and professional judgment.
Desirable
- Experience working on DFAT-funded or other donor-funded international development programs.
- Experience managing HR functions within a complex, multi-stakeholder environment.
- Familiarity with DFAT’s Environmental and Social Safeguards Policies.
