The climate change accord reached during the December summit in Copenhagen will undergo a two-year test despite a lack of guidelines on who should receive aid,
report. Under this test run, rich countries will provide up to USD30 billion in fast-track funds from 2010 to 2012. Donors are expected to decide on their own on how to spend their money, given the lack of guiding mechanisms.
