Interactive: IDB trends and top consultant contractors 2016-2018

Devex analyzes the Inter-American Development Bank's top consultant contractors over the past two years.

    By Maja Wisenberger // 09 November 2018
The Inter-American Development Bank is one of few donors to publish comprehensive data on its contract awards. But what key trends and takeaways are in its database? Devex has analyzed IDB consultant contract awards since 2016 to find out more about funding landscape and key partners. Keep reading for a list of the top 15 contractors and access to our interactive data visualization. Local and individual contractors Between January 2016 and September 2018, IDB awarded 15,088 contracts for consulting services worth $1.3 billion. Of those, just 516 were awarded to firms and individuals based outside of Latin America and the Caribbean. The rest were awarded to local consultants, or local branches of international consultants, amounting to more than $1 billion in value. Although nearly 85 percent of contracts were awarded to individual contractors, these contractors only accounted for a quarter of consultant contracts by value. Firms led the way on high-value consultant contracts — the average firm contract was worth around $350,000, compared to approximately $25,000 for individual contractors. Except for the “miscellaneous” category, the sectors boasting the highest number of awarded contracts were government (3,765 contracts), education (1,099), and agriculture and rural development (938). Key activities of these contracts were related to technical assistance and advisory services, accounting and auditing, sector studies, and institutional strengthening. Devex’s recent analysis of IDB’s project pipeline May-August 2018 showed that the number of projects and level of funding had increased. In addition, there seemed to be a surge in the number of contracts awarded in the first quarter of each year, potentially linked to an increased number of opportunities posted by IDB in the third quarter. However, the overall trend between 2016 and 2018 in the number and value of awarded contracts has been downward. Who were the top consulting firms for IDB? Based on the number of contracts awarded in the published data, Devex has identified the top 15 consulting firms since 2016. In case of a tie, we looked at the total value of contracts. Collectively, the 15 firms below won 310 contracts worth $42.8 million. Read on for details of our methodology, or jump straight to the list. Analyze the data yourself, to understand trends or identify key partners related to your work, use Devex’s interactive visualization. Our ranking considers entities that have a legal presence in Latin America and the Caribbean — local contractors or local branches of international contractors — that won at least $500,000 worth of contracts, excluding any contractors that won a large number of very small contracts. Three local government bodies that acted as contractors were also excluded: Mancomunidad Mambocaure Concepcion de Maria; Mancomunidad Mamsurpaz; and Alcaldía de Lepaera. Furthermore, some international firms with several local branches won IDB contracts; or, in the case of BDO Global, several companies within its network; they have been merged under one name for the purposes of the ranking, but the main awarded country offices are listed for each. 1.
