U.S. District Court Judge Carl Nichols denied the request for a temporary restraining order in the legal challenge brought by the Personal Services Contractors Association against the Trump administration.
The association, known as PSCA, which represents more than 1,000 personal services contractors at the U.S. Agency for International Development, filed the lawsuit on Feb. 18. It contends that the termination of PSCs, who perform many identical functions as direct hire employees, is unconstitutional.
In an oral ruling on Thursday, Nichols said that the plaintiffs had failed to prove that USAID’s PSCs would suffer irreparable harm, that the court had the appropriate jurisdiction, or that a temporary restraining order was in the public interest.
