Venezuela plans to build a refinery in Mauritania with a capacity of at least 30,000 barrels of oil a day, Efe reported, citing President Hugo Chavez. The refinery will process the 18,000 barrels of crude that's produced every day in the African country, the Spanish news agency said. Additional oil may come from Venezuela. Meanwhile, Venezuelan leader Hugo Chavez, a fierce critic of US foreign policy, says the expanded US-Colombian military pact could set the stage for an attack on his country. (Bloomberg, Reuters)
