What you can expect to earn in M&E

We analyzed salary data shared with Devex related to monitoring & evaluation jobs, containing average salaries between regions, sectors, and the organizations currently hiring M&E professionals.

By Kristiana Louise Ortega // 05 November 2025
It’s been a tough year for monitoring and evaluation in the global development sector. However, it remains an essential function, with numerous development organizations actively recruiting professionals to track progress, identify areas for improvement, and implement data-driven adjustments to ensure optimized impact and performance within the sector. As part of our ongoing efforts to spotlight recruitment trends across the development sector, our analysis focuses on the monitoring and evaluation salary information shared on the Devex job board from Jan. 1 to Sept. 15 of this year. This salary analysis includes 121 job postings related to M&E, from 48 recruiting organizations that publicly shared their salary information this year. The analysis consists of year-to-year salary comparisons between regions and sectors, and organizations currently recruiting M&E job postings. To maintain consistency in the analysis, salaries that were disclosed in currencies other than U.S. dollars were converted from their original currencies. For the accuracy of the salary comparison, 2024 figures were converted to 2025 U.S. constant prices. M&E salaries based on regions and locations Devex data shows that there have been 461 opportunities related to M&E advertised this year, a 30% decrease compared to the 658 opportunities in the same period the previous year. Despite the decline, opportunities with available salary information increased by 16% compared to the previous year. For jobs with salary information, the average annual salary for M&E-related positions ranged from $51,771 to $68,437, a 40.5% decrease from last year’s annual salary of $72,760 to $92,921. The average salary range was calculated by averaging the minimum and maximum salary ranges provided and included the fixed salaries alongside both ranges. M&E job openings based in North America received the highest average salary, ranging from $98,637 to $111,220. However, job openings came from a small sample, with only three jobs. South Asia received the lowest average salary, ranging from $55,085 to $33,901, coming from a sample size of 16 jobs. Compared to the previous year’s data, there has been a 5.8% average salary increase in Latin America and the Caribbean, ranging from $44,711 to $66,210, coming from a sample size of 15 jobs. Meanwhile, southern Africa has a 50.7% average salary decrease, ranging from $50,945 to $65,922, with a sample size of 10 jobs. M&E salaries based on sectors Opportunities in M&E are present in different sectors across the development workforce. While the data presented reflects the different average salaries across different sectors, we recommend exercising caution when interpreting, as the data presented may be inaccurate. M&E-related job positions in the health sector have the most transparent salary information, with an average salary ranging from $51,067 to $61,786, a 19.5% decrease compared to last year’s average salary of $61,072-$68,771. This is followed by the environment and natural resources sector, with an average salary ranging from $35,058 to $55,437. Organizations hiring for monitoring and evaluation (M&E) roles 1.
