Is anyone still hiring for chief of party roles?
A look into the current hiring landscape for chief of party positions amid U.S. foreign aid cuts.

In particular, there has been a dramatic decrease in the number of chief of party roles being advertised. Since Jan. 24, 2025, the Devex job board has published just 15 chief of party roles, which is a 94.1% decrease compared to the same period last year, when 255 roles were advertised — a clear indication of the contraction of available opportunities for this leadership role. Similarly, only a few opportunities for deputy chief of party roles are still being advertised. Since Jan. 24, the Devex job board has published eight deputy chief of party roles — a 94.07% decrease compared to the same period last year, when 135 were posted. Last year, the companies that advertised the most chief of party roles were Chemonics International, RTI International, and World Vision. Of these, only RTI has published a single role since Donald Trump began his second term as U.S. president. The countries that hosted the most chief of party roles last year were the U.S., Ukraine, and the Democratic Republic of Congo. However, this year, the landscape looks very different. This article identifies the few leading organizations still recruiting for chief of party and deputy chief of party roles. 1. ACDI/VOCA Headquarters: Washington, D.C., United States. Year founded: 1963. ACDI/VOCA is a global nonprofit organization implementing innovative and sustainable solutions for food security, economic development, and social engagement. The organization is currently seeking chief of party leaders for the Food for Progress program, a U.S. Department of Agriculture-funded project that aims to support agricultural, economic, and infrastructure development activities in low- and middle-income countries such as Colombia, Ethiopia, Ghana, and Kenya. Global Communities is a development organization that designs community-based programs worldwide to help improve the lives of vulnerable people. Global Communities recently had openings for chiefs of party for two projects funded by the U.S. Department of Agriculture: the Food for Progress program and a McGovern-Dole International Food for Education and Child Nutrition Program activity — which is a five-year project that aims to reduce hunger and improve literacy and primary education — in Pakistan. FHI 360 is a nonprofit that promotes locally driven solutions for human development. The organization previously had two chief of party openings for two USAID-funded projects. The Kosovo Community Cooperation Activity aims to address behaviors of individuals and institutions in a multiethnic state, and the Meeting Targets and Maintaining Epidemic Control, or EpiC, project, co-funded by the U.S. President’s Emergency Plan for AIDS Relief, or PEPFAR, addresses key public health challenges and pandemic preparedness around the globe. Save the Children is one of the largest international organizations dedicated to protecting children and providing their basic needs in the United States and around the world. Similar to Global Communities, Save the Children also had an opening for a chief of party for a USDA-funded McGovern-Dole International Food for Education and Child Nutrition Program activity in Pakistan. 5. RTI International Headquarters: Research Triangle Park, North Carolina, United States. Year founded: 1958. RTI International is a nonprofit research institute that uses scientific research and solutions to help improve the human condition worldwide. RTI recently sought candidates for a chief of party role for the USDA-funded Food for Progress program. View all current opportunities from RTI International. 6. Jhpiego Headquarters: Baltimore, Maryland, United States. Year founded: 1973. Jhpiego is an international health organization that aims to improve the health of women, children, and families in low- and middle-income countries. Jhpiego previously had an opening for a chief of party responsible for the USAID-funded Global Health Security activity. The goal of this program is to strengthen the detection of infectious diseases, prevent avoidable outbreaks, and respond rapidly and effectively to new outbreaks in Nepal. Winrock International empowers disadvantaged populations, increases economic opportunity, and sustains natural resources through innovative solutions worldwide. Winrock currently has an opening for a chief of party who will lead the implementation of an anticipated USDA-funded project that will build a more resilient agrifood system in Ghana. NCBA CLUSA is an association that aims to develop, advance, and protect cooperative enterprises around the world. Mercy Corps is a global humanitarian organization that partners with communities and works to combat natural and human-made disasters, poverty, and climate change.
