Dr Rijk has a comprehensive and highly relevant education: BSc in Agriculture (Crops and Livestock); MSc in Agricultural Engineering (with a Tropical Specialization and subjects related to Tropical Crops, Development Economics); and PhD from the Department of Agriculture Development Economics. His PhD research dealt with policy and strategy formulation of agricultural technology and his thesis was published as a book by the Asian Productivity Organization.
Furthermore, Dr Rijk has over 25 years experience with development, including 16 years as ADB staff in the Divisions dealing with Agriculture, Agriculture Credit and Rural Development. In this capacity he was responsible for the formulation and implementation of large and complex projects in the agriculture, natural resources and rural development sectors.
He possesses comprehensive management experience and an output- oriented capability; both as a team manager for formulation and implementation of projects as well as at higher institutional levels. He was Service Chief of the FAO Agricultural Engineering Service and Director of a regional UNESCAP center located in Beijing. In more recent years he has been responsible for project implementation and managing consulting teams at the field level.
Dr Rijk has formulated, implemented and evaluated projects that involved rural infrastructure components (such as irrigation, roads, market infrastructure, and domestic water supply), (micro) credit, finance for agribusiness, participatory processes and community development, policy and institutional analysis and reforms, private SME development, gender and other social aspects, environmental issues, procurement and project management. He has been involved in rural ICT and seed sector, and has hands-on experience with the formulation and implementation of subprojects at the planning and operational level, including the formulation of detailed work programs, preparation of budgets, procurement, selection and managing of a diverse consultant team, results-based monitoring and evaluation, and reporting. He is an effective report writer and computer literate.
His has hands-on experience with agriculture and agribusiness and is used to working in hot climates and rural areas and has excellent health condition (He holds a current Medical Certificate for his Pilot License). As an ex-ADB PAU head, he has practical implementation knowledge and hands-on experience procedures for procurement, financial management, monitoring and evaluation, consulting services and safeguard policies, and the formulation and implementation of subprojects in rural areas.
