Senior Evaluation Specialist. PhD in Political Sciences and Sociology, Magister in Evaluation of Programs and Public Policies, Magister in European Communities. She has 30 years experience in the field of labour, social dialogue, employment/decent work, labour inspection, social cohesion, social protection and cooperation for development combined with field experience in more than 50 developing countries (Southern Mediterranean and Middle East, Eastern Europe, Southern Caucasus, Central Asia, Asia, ACP-Countries, Latin America; Africa): robust thematic competencies including international labour standards, Rights at Work, VET& job creation/full employment, gender equality and employment policies, social cohesion, social protection & Decent Work agenda, youth employment plans, etc. She has relevant experience in South-South and Triangular cooperation. Well-experienced with all phases of PCM and in-depth experience in evaluation according to OECD/DAC criteria and EC evaluation tools and methodology. Highly experienced evaluator within the UN system, multilateral/bilateral institutions; Knowledge of ILO and decent work; Applied social research (quantitative and qualitative); Joint evaluation, global and programme level evaluation experience; evaluation in Public- Private partnership and private foundations; Regional, sub-regional and country level experience; Experience in gender evaluation approaches. She works as a freelancer and has conducted complex evaluations for the European Commission (currently under the Global Gateway), the International Labor Organization, or the Bill & Melinda Gates Foundation.
