Previously engaged by the Delegation of the European Union as Senior Expert (e-Just) to lead the scoping of judicial digitalization and e-governance initiatives, defining architecture for modernization and interoperability across the justice sector. In earlier advisory roles, supported the Court of Appeal and the Office of the Prosecutor General in Timor-Leste through extensive ICT modernization and capacity-building programs. Led digital transformation initiatives, strengthened cybersecurity and IT governance, developed operational knowledge bases, and achieved near-continuous system uptime across all judicial institutions. At Catalpa International, led data analysis and system integration for national programs such as Partisipa (PNDS) and Jerasaun Foun Bolsa da Mãe, providing evidence-based insights for program design and policy decisions.
