Mr. Fernández brings 40 years of experience designing, implementing, and evaluating development assistance programs. He is a veteran of United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) programming, having served as Chief of Party (COP) of the OTI Venezuela Confidence Building Initiative for 5 years and as Task Order Manager of the OTI Northern Uganda Transition Initiative and OTI Zimbabwe Transition Initiative. Additionally we did perform as SWIFT III and SWIFT IV IDIC Manager. Involved with OTI since 2004, he has develop a nuanced understanding of the OTI methodology and fast-and-flexible project operations and has gained expertise in how to provide effective operational, administrative, and financial management for complex projects.
Not only is he a highly experienced project manager and team leader, but Mr. Fernández is also a recognized expert in the analysis of social and political dynamics, with major publications to his name.
