Summary

U.S. attorney and Certified Public Accountant with over twenty years of fiscal and budget experience in developing countries acquired while serving as a Chief of Party, Deputy Chief of Party, Team Lead or Tax Advisor on U.S. Agency for International Development (USAID) tax and public financial management (PFM) technical assistance projects in Europe, Asia (Central, South and West), the Middle East and North Africa (MENA) and Southern Africa. In addition to providing technical assistance on tax and PFM issues, I played a key role in project management and strategic planning. My international experience also includes teaching law courses in Ukraine under the U.S Fulbright Scholar program and in Russia under the U.S. State Department Professional-in-Residence program. In the U.S. I served as an Attorney-Advisor at the U.S. Tax Court, the Assistant Chief Counsel for Tax and Pension Policy at the U.S. Small Business Administration's Office of Advocacy, and a Visiting Scholar at Harvard Law School.
