More than 35 years experience as an independent ICT Consultant; 30 years in IT for Development Team leader in IT projects related to Public Sector Reform, Decentralisation, fiscal Decentralisation, e-Government, Policy Development, IT Procurement, Telco Reform, Institution building, and SME development. Involved in Projects financed by: World Bank, USAID, EU PHARE, EU TACIS, EU EDF, GIZ. Experience with IT development projects with focus on Policy development, Project Management, Quality Assurance and Implementation, and ITIL3. Currently working as the maintainer of an open source software for a GIS based district level revenue management, dLRev (www.dlrev.org).
