15 years of Monitoring, Evaluation, and Learning (MEL) experience supporting multiple federal agencies across the international development and security assistance/cooperation sectors. Active Secret clearance and extensive familiarity with USAID/State Department, and DoD MEL policy and strategic guidance (e.g., DoS 18 FAM 300, DODI 5132.14, and other requirements). Specialist in a broad range of complexity-aware participatory MEL mixed methods and tools including Most Significant Change, Outcome Harvesting, Outcome Mapping, sensemaking, stakeholder mapping, social network analysis, and qualitative data analysis. Evaluations and assessments include: o International security assistance and cooperation in East Africa and the Sahel o Natural resource management in Guatemala, Uganda, Kenya, and Ghana o Multiagency economic growth initiatives in Ghana, El Salvador, and the Philippines o Partner nation Civilian Harm Mitigation and Response (CHMR) readiness and implementation across the INDOPACOM combatant command o Stabilization, security, governance, and civil society building in the MENA region o Disaster response programs in Nepal, Bangladesh, and Guatemala
