A highly motivated, dedicated, and enthusiastic professional with outstanding work ethics and communication skills, I am a senior international consultant with a multi-disciplinary background with over 40 years of experience in Survey Design and Sampling; Project Manager and Program evaluation in Africa, Haiti, the Middle East, and Canada. I am a trained program evaluator from the School of Public Administration of Carleton University in Ottawa, with an MBA as well as a Bachelor of Science degree in Applied Mathematics and Statistics. Prior to consulting internationally, I have had a long career (over 30 years) at Statistics Canada where I worked as a Senior Survey Methodologist designing household, business and social surveys in various sectors including education, labour and employment, children and youth; aboriginal affairs in Canada; maternal health; transportation, environment, agriculture and tourism. I have a good understanding of the SDGs especially SDG 5.4 indicators that recognize and value unpaid care and domestic work. I have extensive experience evaluating USAID Feed the Future; USDA Feed for Progress Food for Education McGovern-Dole School Feeding Programs. My extensive knowledge of USAID Program Evaluation Policies and experience in evaluating USAID programs has allowed me to design the curriculum and learning materials for the M&E Training Workshops in USAID Policy and Guidance for Program Cycle. I have conducted workshops for Sierra Leone and Guinea USAID staff in the management of M&E activities of USAID programs implementers. I am extensive experience in business development, and I have personally won several important contracts to evaluate programs with budgets of over 25 million dollars. My clients include UNDP, UNICEF, UNWOMEN, UNFPA and ILO, the Catholic Relief Services and Counterpart International. I have demonstrated that I was a very capable Team Leader and service provider. I have recruited and hired teams made of over 45 international and national consultants. I have a special interest in capacity building in developing countries and the use of administrative data for statistical purposes. Jackie was also a faculty member of the World Bank's International Program for Development Evaluation Training (IPDET). I am proficient in French, English, Spanish and Mauritian Creole.
