Kennedy Chilibasi

Kennedy Mganga Chilibasi is an expert in Financial Management, Public Finance Management, Auditing (Including social auditing as a tool for accountability in the public sector),governance advocacy, Monitoring and Evaluation, strategic planning, curriculum development and training, quantitative and qualitative research including surveys. He has researched on taxation by national and subnational government ( local authorities). He has lead correlative studies on taxation at national and sub-national government levels in relation to service delivery represented in various constituencies and local authorities/counties in Coast region.

He previously worked at Telkom Kenya Ltd and Kenya Youths Against Gender Violence in finance department. He also worked for National Taxpayers Association as the regional coordinator Public Sector Audit Lead -Coast Province of Kenya and Programme Officer-Citizen Demand for Accountability programme(nationally) till July 2016.He now consults as an Audit and Public Finance Management Consultant at National Taxpayers Association since August 2016.He is a Tutorial Fellow in the Department of Accounting and Finance at the Technical University of Mombasa since August 2016 where he is also an examination coordinator for the same department. He is also a part-time lecturer at the University of Nairobi. He lectures, assess and supervise students in Accounting theories, Finance theories, Economic theories, Taxation theories and Public Finance Theories and Policy Analysis represented in the following units; Macroeconomics, Microeconomics, Financial Accounting, Taxation ,Auditing, Management Accounting, Public Finance Theory and Practice ,Financial Statement Analysis, Public Procurement, Fundamentals of Development and its Application to Kenya, Financial Management, Cost Accounting and Entrepreneurship

He has taken lead role in operationalizing participatory budgeting in Municipal Council of Malindi,Municipal Council of Mombasa,County Council of Kilifi and its advancement to the formation of shadow government by civil society organisations in Kilifi County. He has lead Monitoring and Evaluation,audits of devolved funds through social audits,mid-term reviews of implementation plans and baseline surveys, particularly on the Constituency Development Fund(CDF) in 21 constituencies in the Coast Region and Local Authority Transfer Fund(LATF) under the Local Authority Service Delivery Action Plan(LASDAP) in 5 local authorities in Coast region.He has technically lead strategies to operationalize participatory budgeting by parents in the provision of education service, management of public primary schools and Free Primary Education fund(FPE) in 1,200 schools in the Coast region through the Primary School Report Card programme and FPE Public Expenditure Tracking-PETs. He has also lead formation and capacity building of community structures at the County level (County Education Action Group-Kilifi County),constituency levels(Constituency Monitoring Committees) and school level(School Report Card committees).

With him he carries a wealth of experience in negotiating with the socio-political and economic leadership in building partnerships with the civil society. Kennedy has been on several occasion been called upon by other grantees to build their social auditing capacity through staff training and tool development. He holds a Bachelors of Commerce degree (Accounting option) from the University of Nairobi second class honours upper division, Masters of Business Administration-Finance Option biasing in Financial Economics, public finance and Public Economics and he is also a continuing Phd student at the University of Nairobi Majoring in Finance biasing on Financial Economics, Public Finance and Public Economics. Kennedy is a continuing student of Masters of Arts in Tax and Customs administration at the Kenya School of Administration. He is a Certified Public Accountant with practicing experience for Accounting and Auditing in private and Public Sector. He holds a Diploma in Community Development and Project Management with a distinction and Diploma in Computerized Accounting with a credit.

He is a beneficiary of several short courses that are complimentary to his work engagement and amongst these are; training on access to public procurement & disposal opportunities in Mombasa County for youths, women and people living with disability by Public Procurement Oversight Authority ,Collaborative Leadership for Good Governance by Kenya Institute of Governance/UNDP, training on Accountability and Budgets by MS-Training Centre for Development Co-operation-Arusha,Tanzania, training on Participatory Budget by International Budget Partnership, training on Monitoring and Evaluation by Pact-Kenya, training on Proposal Writing and Communications by National Taxpayers Association, training on Communication and Media Skills by National Taxpayers Association, Training of Trainers on Gender Based Violence by Kenya Youths Against Gender Violence,training on Disaster Management-CBFA (Community Based First Aid) by Kenya Red Cross society.
