Summary

SOK Kha brings over a decade of impactful, hands-on experience in leading and managing diverse government support projects in Cambodia. His roles have spanned Regional Cooperation Specialist, Economic/Policy Researcher, Trade Policy and Facilitation Consultant, Business Process Analyst, Capacity Building Specialist, Senior Project Analyst, and Project Manager. Currently, as Digital Economy Component Lead for the EU-German GATE project, implemented by GIZ, he drives capacity development for public and private stakeholders to support laws, policies, and strategies in the digital economy, including digital trade facilitation, consumer rights, and data protection. This builds upon his previous role in the ARISE Plus Cambodia project, where he advised on trade facilitation measures like the National Single Window, Authorized Economic Operator, Pre-arrival Processing, and Risk Management to help Cambodia integrate into the ASEAN Economic Community and advance WTO Trade Facilitation Agreement commitments. SOK Kha also led the “Improving Small Package e-Trade for SMEs” (SeT4SME) project, funded by the Global Alliance for Trade Facilitation, where he helped launch the Small Package Exporter Champion (SPEC) program to boost MSME export capacity, especially for women-led businesses. In addition to his project experience, SOK Kha is an active researcher, serving as a fellow at the Asian Vision Institute (AVI), a think tank in Phnom Penh. He served as a Visiting Fellow at the China Institute of International Studies in Beijing (Oct-Nov, 2019). He writes articles and book chapters on SMEs, trade policy and trade facilitation, regional integration and cooperation mechanisms. Academically, he holds a Master’s Degree and a Certificate of Completion for the Doctoral Program in Economics from Kyoto University, Japan.
