Mr. Liban Jama, a seasoned expert and, a Somali Ethiopian national with over 11 years of supporting donor-funded programs throughout Somalia, including over 9 years of stabilisation program management experience having worked on USAID’s stabilisation programs TIS/TIS+ since 2012 as one of the few foundational staff, served in increasingly senior roles, including his latest role as Program Implementation Director for TIS+, Mr. Jama held the third highest position, as the most senior Somalia-based staff leading both the program design and implementation of the entire Somalia-wide grants portfolio program, representation in the absence of both the project director and deputy, based in Nairobi. In this role, he directly supervised program staff in the Mogadishu office and remotely managed staff in the regional offices. Having worked with USAID’s stabilisation projects since their inception, and has strong skills in managing stabilisation programs in Somalia with skills spanning activity implementation, and budgeting, finance, procurement, HR, security, and logistics as well as strategy development, program design, strategic communications, and monitoring and evaluation. He led the design, development, full execution, and close-out of more than 125 in-kind stabilisation grants worth over $20 million, with activities including construction, community consensus sessions and dialogue, reconciliation activities, and local community capacity building grants. Throughout his work, he became increasingly involved in program development, implementation and strategic communications with program partners. He has worked with all levels of the Government of Somalia and with all federal member state institutions, having engaged with over 60 communities/districts across Somalia. He commands deep understanding, of the political, social, and cultural context of Somalia. He will leverage his deep familiarity with the local contexts and regional dynamics and more than 11 years of technical, grant development, and program management experience in stabilisation, P/CVE, conflict prevention, governance, education, livelihoods, youth development, capacity building, and gender and social inclusion to guide the Program teams. Mr. Jama brings institutional knowledge of lessons learned and on the ground realities crucial for program success. He has proven ability in implementing solid stabilisation, conflict resolution and reconciliation, governance, and youth development programming in low-capacity areas and has close connections with key players involved in Somalia’s stabilisation and state-building strategy. In addition, serving in mid and senior-level management positions for four USAID and other donors-funded programs in Somalia, Mr. Jama has worked as a Senior Technical Advisor to the Ministry of Interior and Local Governments for the Puntland Somalia, proving his strong skills working both with and within Somali government counterparts at all levels. A trained mediator and “Do No Harm” facilitator, He is fluent in Somali legislation governing development programming and has a strong command of USAID and other donor’s rules and regulations. Demonstrates the ability to leverage that knowledge for programs management, design, and implementation and have a deep understanding of what is required to be effective
