Summary

I am an economist with 20 years of experience in development and research projects, working with many international and bilateral agencies including the UN (UNDP, UNIDO, UNICEF,UNCTAD, ITC, IOM, FAO, ILO), GIZ/ KfW, OECD, EU, MCC, WB/IFC, AFDB, EBRD, USAID, DFID, SECO, Bill and Melinda Gates Foundation (with WSUP, UK) and Open Society Institute I have more than 14 years of experience related to pro-poor aspects of infrastructure service (watsan and energy) reforms. This includes: policy advice (WS&S in Armenia and Moldova), conducting affordability and willingness to pay studies and design of subsidy schemes (Uganda, Armenia, Macedonia, Yemen, Mozambique, Madagascar, Kenya, Bangladesh and India); poverty and social impact assessments (PSIA) of reform plans (Armenia, Pakistan, Macedonia, Tajikistan); assessment of effectiveness of various schemes of service provision (Mozambique and Madagascar (BMGF)), BiH and Kazakhstan (UNDP/UNICEF/GEF) and Serbia, Albania and, Kyrgyzstan (with SECO));and researching governance aspects of infrastructure sectors (OSI 2002/03, GDN 2011). I have also more than 10 years of experiecne in business enabling environment (BEE) reform covering: BEE assessments (Vietnam (IFC 2006) and EBRD 2005), policy advice (Armenia tax administration and competition policy reform, USAID 2002-2004), and evaluations of BEE reform projects (UNCTAD (2012), Albania (MCC, 2012), and Uganda (UNIDO 2007)) My M&E related work covers projetcs in local governance (BiH, Macedonia, and Montenegro) and poverty reduction. I was also part of teams to set up M&E systems (IFC 2006, WSUP 2008-2010) I have worked as a senior civil servant in Armenia (2002- 2007), kick starting EU TACIS programs, as well as a Senior Program Officer with the Eurasia Foundation in Armenia (1997-2000). I studied Engineering and Economics at Polytechnic University of Yerevan and hold a Masters degree with distinction in Economics from the University of Birmingham (UK), 1997.
