Luce Bulosan

I am an independent consultant with 20 years of development work experience in results-based monitoring and evaluation. Currently, I am the Chief of Party for USAID's Initiative to Strengthen Local Administrations in Afghanistan and implemented by Tetra Tech/ARD. Prior to this, I worked as short term technical advisor to RTI International's Governance, Accountability, Performance and Participation Project in Uganda where I designed the project's Performance Management Plan and collaboration, accountability and learning framework. Recently, I was also enaged as Gender M&E Specialist for UNDP's Gender Equality Project in Afghanistan. Prior to that, I was performance measurement advisor to Afghanistan's Independent Directorate of Local Governance and Ministry of Agriculture, Irrigation and Livestock where I played key role in establishing M&E departments as well as delivered M&E trainings to over 300 government officials across the country. Other previous assignments I have successfully implemented include replicating the Philippine's rapid decentralization appraisals to Indonesia and leading project evaluations for the Asia Foundation, Action Contre La Faime, War Child UK and World Bank. I am highly skilled in the design and application of qualitative and quantitative research methods in developing monitoring, evaluation and learning strategies that incorporates gender, youth and marginalized groups. I have authored numerous reports and publications for donors like UNDP, USAID, and DFID. Some of the publications I led and co-authored which are available on the web include: Indonesia Rapid Decentralization Appraisals; Citizen's Monitoring and Feedback Mechanism: A Guide for LGUs in Installing Participatory Monitoring and Evaluation System; and the Local Governance Assessment Tool. I hold a Master of Arts in Social and Development Studies from the University of the Philippines and received certificates of training on international development evaluation from Carleton University in Canada and University of Bologna in Italy. My country experiences include: Afghanistan, Bhutan, Cambodia, Canada, Indonesia, Kenya, Morocco, Philippines, Sri Lanka, South Sudan, United States, Uganda and Vietnam.
