Maarten de Zeeuw is a fairly all-round expert in government revenue - both revenue administration and revenue policy. where "revenue" covers tax as well as non-tax revenue. He has about 20 years of international experience as a project manager, team leader, advisor and trainer. He has successfully worked in 30 transition and developing countries across three continents. He is fluent in Dutch (native language) and English and has significant skills in a range of other languages including French, Spanish, Portuguese, Arabic and Russian. With respect to revenue administration, Mr. De Zeeuw has worked on matters like organisation structure, job descriptions, standard operating procedures and operational manuals for taxpayer service and enforcement, reports on tax penalties and managing dormant taxpayers, business process mapping and re-engineering, data analysis, and Value Added Tax procedures. In tax policy he has worked on Value Added Tax (Regulation for Afghanistan approved by Cabinet, November 2019), excises, property taxation, legal drafting, legal analysis, and training.
