(Relevant to the project)Starting his career as a Public Policy & Metropolitan Management specialist Michel Ligthart has evolved into an effective Local Governance & Public (Financial) Management specialist with over 20 years of working experience in the regions of West Africa, the Middle East & North Africa and Central and South-East Asia. His interest and experience lie in the design and provision of decentralised basic service delivery, operations & management solutions and done so successfully in the education, health, infrastructural & water sector. As a Local Governance expert, he combines strong inter-personnel skills with the provision of high-level technical advice in Public Administrative Reform/Financial Management programmes in Cambodia, Lao PDR, the Philippines, and Vietnam.
