Dr. Richard Columbia has 30 years of experience working across 60 countries in the design, funding, implementation, management, and utilization for monitoring, evaluation, and learning (MEL) and Collaborating, Learning, and Adapting (CLA) initiatives including 20 years in leadership positions as a Chief of Party (COP), IDIQ Manager, and Senior Program Director or Department Head. He has extensive experience technical and administrative management and oversight, human resources, contract compliance and deliverables, client liaison, contract finance and budget, and overseas office operations. Dr. Columbia has experience with MEL systems and processes; performance and impact evaluations; local capacity development in MEL; and evidence-based programming and CLA. He has supported MEL initiatives in health/reproductive health, youth, education, and gender. Dr. Columbia has been COP/IDIQ Manager on the USAID funded Ebola Pillar II MEL Activity (health MEL platform) and the Asia Learning, Monitoring and Evaluation Activity (MEL platform), the Regional Evaluation Advisor (senior director level) with UNFPA Asia – Pacific, the regional director of evaluation, communication and business development at International Planned Parenthood Federation Arab World regional office and the head of MEL at Pathfinder International. Dr. Columbia holds a PhD. in Applied Anthropology from a USA university.
