Matthew Addison

Mr. Addison is a senior advisor and economist in energy policy, regulation, restructuring, clean energy finance, and evaluation and design. He has over 30 years of progressive experience in all aspects of energy including restructuring and reform, privatization, independent private power, power markets, and energy policy and regulation. He has been a COP, Project Manager, and team leader on a wide variety of electricity sector reform and restructuring projects. Currently, he is leading an evaluation of the Millenium Challenge Account Renewable energy, Peatland restoration and Social Forestry grants in Indonesia. He was leading a team in Nepal in sector reform issues including legislation, regulation, finance and accounting, and organizational transformation to establish and independent transmission company and system operator. He served as interim COP from December 2015 through March 2016 for the USAID Caribbean Clean Energy project. Earlier, he was leading a team in Pakistan to support sector restructuring and privatization. In Bhutan, he was the team leader for an ADB low emission strategy. He has led teams to develop private sector development plans in clean energy strategies, acquisition plans and market penetration planning. He has been heavily involved in developing public-private and private sector partnerships in the transportation and energy sectors where he has assisted organizations to ​strengthen their common interests while subrogating their differences. He is an accomplished manager and leader and an expert in electricity sector restructuring and clean energy.
