Summary

Dr. Richard Columbia has 30 years of experience working across 67 countries in the design, funding, implementation, management, and utilization for monitoring, evaluation, and learning (MEL) and Collaborating, Learning, and Adapting (CLA) initiatives including 20 years in leadership positions as a Chief of Party (COP), and Senior Program Director. He has extensive experience technical and administrative management and oversight, human resources, contract compliance and deliverables, client liaison, contract compliance, finance and budget, and overseas office operations. Dr. Columbia has experience with MEL systems and processes; performance and impact evaluations; local capacity development in MEL; and evidence-based programming and CLA. He has supported MEL initiatives in health/reproductive health, education, economic growth, civic participation, food security, ans cross cutting localization, social inclusion, youth, and gender.
